About this opportunity
The Air Combat Command, operating under the Department of the Air Force, is seeking qualified contractors to design, demolish, and install HVAC equipment at Building 611 located at Shaw Air Force Base in South Carolina. The project encompasses a Design/Build approach requiring the contractor to design new air handler units, fan coil units, and an exhaust fan while preserving the existing chiller and chilled water pump system. Key requirements include temporarily dismantling and reinstalling ceiling grids, measuring water flow rates before demolition begins, installing isolation valves, and ensuring new equipment achieves a minimum SEER rating of 14. The government will evaluate submissions based on vendors' capabilities to fulfill the statement of work requirements and their ability to perform at Shaw AFB. Interested parties must submit a Sources Sought Response by December 30, 2025, at 12:00 PM EST to both kishauna.goodman@us.af.mil and darrel.ford.3@us.af.mil, with the anticipated solicitation release date to be determined.
This procurement is designated as a Total Small Business set-aside, restricting competition to certified small business entities. The project timeline spans 167 calendar days, consisting of a 77-day design phase, 60-day construction phase, and 30-day project closeout period. While no specific award value is disclosed in the pre-solicitation notice, the scope indicates a moderate-sized construction project involving HVAC system replacement and facility coordination. The contractor must work within an occupied facility, requiring coordination with base personnel, and must provide daily reports, conduct system Test and Balance procedures, dispose of debris off-base, and furnish a minimum one-year warranty on materials and workmanship. Applicable NAICS code 238220 (Plumbing, Heating, and Air-Conditioning Contractors) and PSC J041 (Maintenance/Repair/Rebuild of Refrigeration and Air Conditioning Equipment) define the relevant industry classifications for this opportunity.
