About this opportunity
The Department of the Air Force Global Strike Command intends to solicit an SDVOSB-set-aside firm fixed-price five-year IDIQ contract for repair, replacement, and removal of designated livestock gates within the 341st Missile Complex at Malmstrom Air Force Base, Montana, with the Request for Proposal posting no sooner than 12 August 2026. The procurement is exclusively set aside for SBA-certified Service-Disabled Veteran-Owned Small Businesses.
Work encompasses a 160-mile radius centered on Great Falls, Montana, spanning 15 dispersed missile flights. The contractor must cut existing fence lines and install new gates where property owners have wired them over, or alternatively temporarily cut fences for access and repair them with splices. All work includes installing fluorescent delineator coils (3M Fluorescent Diamond Grade Series 3924S) and transferring existing Government Number Tags to new posts. Gate dimensions range from 16 to 40 feet wide. Technical specifications mandate cedar, pine, or aspen wood posts, eight feet long with minimum 5-inch and 6-inch diameters at top and bottom, set 36 inches into the earth; steel braces of minimum 2 7/8-inch drill stem pipe; and specified wire gauges and woven-wire designs. Worksites will be grouped by flight to maintain mobilization distances under 10 miles. Work windows operate Monday through Thursday, 6:45 a.m. to 5:15 p.m., with winter suspension from 1 November through 15 April. Mandatory excavation safety controls apply; contractors must hand-dig within three feet of utilities and obtain formal utility marking and an approved Work Clearance Permit (AF Form 103) from Missile Engineering before excavation. Level 1 Anti-Terrorism Awareness Training is required for all personnel within 30 days of access. The contractor assumes responsibility for site restoration, debris disposal, hazardous-material handling with laboratory documentation, private property damage liability, and cable repair costs.
Notice text
The purpose of this project is to remove, replace, and repair designated livestock gates within the 341st Missile Complex. The scope of work requires the Contractor to cut existing fence lines and install new gates in areas where property owners currently have wire over gates. Alternatively, the Contractor may be directed to temporarily cut the fence for access and repair it with a splice after the work party has proceeded through the right-of-way. All actions require the Contractor to install a fluorescent delineator coil and transfer any existing metal Government Number Tags to the new posts. The Contractor shall furnish all labor, materials, equipment, and supervision necessary to accomplish these tasks.
