About this file

This document is a Synopsis for a federal contract opportunity issued by the Department of the Air Force, Headquarters 341st Missile Wing (AFGSC) on 29 July 2026.

The Air Force seeks a contractor to remove, replace, and repair designated livestock gates within the 341st Missile Complex located at Malmstrom Air Force Base, Montana. The scope of work includes cutting existing fence lines and installing new gates, or alternatively, temporarily cutting fences for access and subsequently repairing them with splices. The contractor must install fluorescent delineator coils, transfer existing metal Government Number Tags to new posts, and furnish all labor, materials, equipment, and supervision. Mandatory excavation safety controls apply due to the sensitive operational area; the contractor must perform all hand digging within three feet of buried utilities and obtain formal marking of all cable and piping routes prior to excavation. Additionally, an approved Work Clearance Permit (AF Form 103) from Missile Engineering is required before commencing any excavation work. The 341st Missile Complex comprises 15 distinct flights dispersed within a 160-mile radius of Great Falls, Montana, with project worksites grouped to maintain mobilization distances of less than 10 miles between gates.

A single firm fixed-price five-year Indefinite Delivery Indefinite Quantity (IDIQ) contract will be awarded. The Request for Proposal will be posted no sooner than 12 August 2026 and will be available exclusively through the System for Award Management (SAM) website at http://www.SAM.gov. This acquisition is set aside exclusively for Service-Disabled Veteran Owned Small Businesses (SDVOSB); potential contractors must be registered as SBA Certified SDVOSBs on SAM.gov to be eligible for award. The primary point of contact is Elizabeth Basu (elizabeth.basu@us.af.mil) and the secondary point of contact is Colleen Goad (colleen.goad.1@us.af.mil). TITLE: Repair HICS Gates Classification Code: Z2JZ NAICS Code: 238990 Primary POC: Elizabeth Basu, elizabeth.basu@us.af.mil Secondary POC: Colleen Goad, colleen.goad.1@us.af.mil Solicitation Number: FA4626-26-R-0010

DESCRIPTION:

The purpose of this project is to remove, replace, and repair designated livestock gates within the 341st Missile Complex. The scope of work requires the Contractor to cut existing fence lines and install new gates in areas where property owners currently have wire over gates.

Alternatively, the Contractor may be directed to temporarily cut the fence for access and repair it with a splice after the work party has proceeded through the right-of-way. All actions require the Contractor to install a fluorescent delineator coil and transfer any existing metal Government Number Tags to the new posts. The Contractor shall furnish all labor, materials, equipment, and supervision necessary to accomplish these tasks.

Due to the sensitive nature of the operational area, specific excavation safety controls are mandatory. The Contractor must perform all digging by hand within three feet of any buried communications cables, electrical cables, or gas lines until the utility is fully exposed. All cable and piping routes must be formally marked prior to beginning any excavation in the area.

Furthermore, the Contractor must obtain an approved Work Clearance Permit (AF Form 103) from Missile Engineering before commencing any excavation work. The 341st Missile Complex consists of 15 distinct flights dispersed within a 160-mile radius of Great Falls, Montana. The project worksites will be grouped in such a manner that all gates will be completed in one flight before starting the next flight to keep mobilization distances to less than 10 miles between gates.

Further project details and information will be provided via a Statement of Work.

A single firm fixed price five (5) year Indefinite Delivery Indefinite Quantity (IDIQ) contract will be awarded for this HICS Gates project. The Request for Proposal will be posted and available no sooner than 12 August 2026. This acquisition is set aside for Service-Disabled Veteran Owned Small Businesses (SDVOSB). The Request for Proposal will only be available via Electronic Transmission on the System for Award Management (SAM) website (http://www. SAM.gov).

Potential contractors must be registered as an SBA Certified SDVOSB on SAM.gov to be eligible for award.
