About this opportunity
The Department of the Army National Guard seeks concrete repair services across the 126th Air Refueling Wing campus at Scott Air Force Base, Illinois, with proposals due August 14, 2026. The procurement is a Total Small Business set-aside, restricted to firms meeting the NAICS 236220 size standard of 1,250 employees or fewer.
Place of performance is Scott AFB, Illinois (South Drive). Work encompasses five contract line items: removal and replacement of 350 square yards of concrete sidewalk with crack sealing across 12 areas; replacement of seven damaged trench drains at Building 5006; removal and replacement of the damaged concrete pad at POL Building 5036; design and installation of a new concrete foundation to support a vehicle ramp north of Building 5006, engineered for 50,000 pounds live load capacity; and construction of an ADA-compliant access ramp with 36-inch minimum width and 1:12 maximum running slope. All concrete work requires minimum 4-inch thickness and 4,000 PSI strength. The estimated performance period is 90 calendar days following award. Work is restricted to standard business hours (7:30 A.M. to 4:30 P.M., Monday–Friday, excluding federal holidays).
The estimated contract value falls between $100,000 and $250,000 on a firm-fixed-price basis. Prevailing wage rates apply per Wage Determination IL20260007. Bonding requirements depend on final contract value: contracts between $35,000 and $150,000 require a Payment Bond (SF 25A); contracts exceeding $150,000 require both Performance and Payment Bonds, all due within ten calendar days of award. All contractor employees must complete Antiterrorism Awareness Level I training within ten calendar days of contract start and comply with base security requirements, including presentation of REAL ID-compliant identification.
Evaluation weighs Technical Capability/Experience, Past Performance, and Price equally (technical and past performance combined equal price). Vendors attending the mandatory site visit held July 23, 2026, received a boost to their technical rating. Amendment 0002 and a revised Performance Work Statement dated July 30, 2026, are now current; vendors must acknowledge all amendments in their quote submissions. Quotes must include a completed pricing sheet, on-site supervisor resume (maximum two pages), technical narrative with completion schedule, subcontractor information, and certifications. Quote validity is 60 calendar days from receipt.
