Synopsis
The Puerto Rico National Guard (PRNG) intends to issue an Invitation for Bid (IFB) to award a single firm fixed-price contract for the Renovation of Building 5 at Muniz Air Force Base, Carolina, Puerto Rico. The renovation consist of all labor, materials, equipment and incidentals necessary to accomplish works.
The primary purpose of the project is to convert the facility to the base communications core room, which will require repairs and upgrades to the building envelop, new mechanical, communications, security and electrical power backup system, fire protection and detection systems, lightning protection system, electrical ground system, new finishes, doors, and roof system. The period of performance is 120 days. There are specific requirements for the renovation like: Building interior, demo existing surface mounted conduits, doors, and wall vents. Building Exterior: Remove existing external surface mounted conduits and fire/electrical boxes. Remove all existing building signage. Seal all existing building penetrations. Remove/Demo existing concrete stairs and metal railings. Install 5-ft wide aluminum catwalk from doorway to doorway. Install one (1) aluminum staircase connected to the catwalk. Resurface entire exterior of building and repaint. Lead Based Paint: Conduct a lead based paint test within seven (7) days of Notice to Proceed (NTP) and if needed, develop a lead base paint remediation plan. Structural: Cut in two (2) 3' x 7' walkthroughs in center loadbearing wall; each walkthrough shall be adjacent to the east and west exterior walls. Remove existing roof flashing and drip-edge. Install spray foam insulation over the existing roof deck; provide a minimum overall value of R-40. Install new standing seam metal roof and truss system over existing built-up roof, and install new metal drip edge and flashing. Standing seam roof system must meet wind design speeds as outlined in the International Building Code most current release. HVAC: Procure, install, and commission two (2) HVAC split units (2 Tons each). Suppression: install a new self-contained clean (fluoroketone) or similar fire protection fluid suppression system in accordance with ETL 15-01-03, UFC 3-600-01, and NFPA 70 & 76. Lightning Protection System: Install a complete building lightning suppression system in accordance with the latest version of UFC 3-575-01 and NFPA780. Communications: Upgrade the communications system as required. New racks (communications equipment floor mounted) required to be procured, installed with the SRM communications installation project. New fence: Build a fence that will match existing fence on the side of the building #5 and fallow the specifications 32 31 13.53 and the attached FE7 Chain-Link Security Fence Detail.
Place of performance is at Muniz Air Force Base, Carolina, Puerto Rico 00979. Magnitude of the project is between $250,000 and $500,000. Construction/contract completion time is 120 calendar days after notice to proceed to include inspection and punch list. The North American Industry Classification System (NAICS) code for this work is 236220. This is a 100% Women Owned Small Business (WOSB) set-aside. Your attention is directed to FAR CLAUSE 52.219-14 (b)(4) LIMITATIONS ON SUBCONTRACTING which states "By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract in the case of a contract for Construction by a general contractors, the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees" applies to this project. The tentative date for issuing the solicitation is on or about 3 June 2019. The tentative date for the pre-BID conference is on 11 June 2019 at 9:00 AM. This conference will be held at building # 22, 200 Avenue Jose A. Tony Santana Muniz Air National Guard Base, Carolina, PR 00979. The Bid opening will take place on the aforementioned address on 9 July 2019 at 1030am.
Specific details will be posted in the solicitation. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-proposal conference. All questions and requests for information (RFI) must be received not later than close of business 18 June 2019. Actual dates and times will be identified in the solicitation. The evaluation factor is PRICE. The Government intends to award without discussions. Effective May 29, 2012 Government systems such as CCR and ORCA (on-line representations and certifications) are migrating to in System for Award Management (SAM). Interested offerors must be registered in SAM. To register go to: https://www.sam.gov/portal/public/SAM/. You will need your DUNS number register. Instructions for registering are on the web page. The solicitation and associated information and the plans and specifications will be available only from the Federal Business Opportunities (FedBizOpps) website on-line at https://www.fbo.gov/. FedBizOpps is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested bidders/offerors must register with FedBizOpps before accessing the system. FedBizOpps registration requires the following information: 1) Central Contractor Registration (CCR) Marketing Partner Identification Number (MPIN), 2) DUNS Number and CAGE Code, 3) Telephone Number, 4) Email address. Registration instructions can be found on the FedBizOpps website at https://www.fbo.gov/downloads/FBO_Vendor_Guide.pdf. (Please note the registration for access to the secure site takes approximately 15 business days. PLAN ACCORDINGLY) Reference paragraph 4.7 of the Vendor Guide for instructions to obtain a MPIN to retrieve the specification and drawing documents. Contractors who do not already have a MPIN are advised that the normal processing is 7 to 15 business days to obtain a MPIN password that will give them access to the plans and specifications, which are located in the controlled access location on FedBizOpps. See video in vendor guide at 3.3 on advanced functions for other information. Bidders/offerors who have registered with FedBizOpps must access the data for this solicitation with their MPIN. Bidders/Offerors cannot log into the FedBizOpps home page and search for data. This solicitation is a competitive bid and there will be a formal public bid opening.
