Statement of Work

A. GENERAL CONDITIONS:
All requirements must be met as they appear in this statement of work. This statement of work does not supersede any Federal Acquisition Regulation stipulations that may appear in this contract.
• The Contractor shall provide supervision, transportation, labor, materials, equipment, fuel and any other needed materials for the purpose of this document.
• The Contractor is subject to all base fire, safety, security, and traffic regulations.
• The Government contracts on the understanding that the Contractor is complying with applicable laws concerning workplace safety.
• The Contractor is subject to all citations and penalties for violation of applicable workplace safety laws. The burden of compliance rests with the Contractor.
• The Contracting Officer may notify the Contractor of hazards in Contractor operations that endanger Government personnel or property and require appropriate abatement action. This provision does not constitute assumption of liability for Occupational Safety and Health compliance on the part of the Government or negate other agency responsibility for enforcement of applicable laws.
• Accident prevention principles must be thoroughly integrated into all operations.
Unsafe Conditions and practices, as identified by the Contracting Officer or designated representative, must be corrected immediately.
• Any and all debris generated by the Contractor’s operations shall be removed from the base. Disposal of all debris shall be in accordance with existing local, state and federal regulations. The Contractor shall be responsible for any permit or fees associated with the use of off-base disposal locations.
• The Contractor shall be liable for any loss, destruction or damage and deterioration to Government property, including vegetation and landscaping, resulting from Contractor operations. Any damage to government or personal property shall be repaired or replaced to the Contracting Officer’s satisfaction at the Contractor’s expense.
• All work under this project shall meet applicable County, Territorial, Federal and Air National Guard construction codes, regulations and policies.
1. SITE VISIT MANDATORY: Contractor shall coordinate with Contracting Officer to verify the existing site and facility conditions. Any differing conditions shall be notified in writing to request clarification.
B. SCOPE OF WORK:
• Facility Description: Building 5 was constructed in two phases, Phase I was constructed in 1956 and consisted of 270-SF of non-conditioned storage space. Phase II was a 300-SF add on constructed in 1985, which expanded the facility to a two room 570-SF storage facility. This facility has not received any significant upgrades in the past 33 years. The primary purpose of the project is to convert this facility to the base communications core room, which will require repair and upgrade to the building envelope, new mechanical, communications, security, and electrical infrastructure with automatic electrical power backup system, fire protection and detection systems, lightning protection system, electrical ground system, new finishes, doors, and roof system. The details of the renovation are listed below.
a. Building Interior: Demo existing surface mounted conduits, doors, and wall vents.
Install new solid core metal tamper resistant doors with frame; one (1) 60”W x 84”H Double Door and one (1) 42”W x81”H Single Door. The active door of the Double Door shall be on the right-hand and swing to the outside. The 42” wide door shall have a left-handed swing to the outside. Locking mechanisms for the new doors shall be equipped with magnetic locks which tie into the existing base access control system. All hardware shall be stainless steel or galvanized corrosive resistant material. Contractor is to remove seven (7) existing 24”W x 24”H exterior wall vents, replace with reinforced CMU block. Contractor is to seal all existing building penetrations. All interior walls and ceiling shall be treated with a moisture barrier membrane and covered with stain and impact resistant vinyl surface panels. The existing floor shall be painted with a slip, stain, and high impact resistant epoxy floor coating. Floor coating should have reflectivity of 80 percent or greater. Contractor is to remove the existing wall vent located in the center loadbearing wall and refinish it with an aluminum box frame to be used as a communications cable pass-through. The Contractor is to bring the building into compliance with current UFCs, ICC/IBC, and ETL’s including AT/FP and sustainable design principles.
Reference Attachments 03 and 04.
b. Building Exterior: Remove existing external surface mounted conduits and fire/electrical boxes. Remove all existing building signage. Seal all existing building penetrations. Remove/Demo existing concrete stairs and metal railings. Install 5-ft wide aluminum catwalk from doorway to doorway; see drawing. The catwalk safety rail is to be removable in order to allow for equipment loading from the front of the building. Install one (1) aluminum staircase connected to the catwalk. All railings shall be 36” in height. All hardware and fasteners used in this project are to be galvanized. Resurface entire exterior of building and repaint. Contractor is to coordinate with base civil engineering on paint standards. Reference Attachments 03 and 04.
c. Lead Based Paint: Contractor is to conduct a lead based paint test within seven (7) days of Notice to Proceed (NTP). If it is determined that lead based paint exists, the Contractor is to work with the Contracting Officer (KO) and Contracting Officer Representative (COR) to
Develop a lead based paint remediation plan. All testing and remediation plans must be coordinated and approved by the 156th CES Environmental Office and Base Civil Engineer.
d. Structural: The building is a one story structure. All walls, exterior and interior are concrete block. The center interior wall does not appear to be a loadbearing wall, and is made of CMU block with a solid concrete cap support beam. Historical drawings do not specify that it is or is not loadbearing, therefore the contractor is to treat it as if it is. The contractor is to cut in two (2) 3’ x 7’ walkthroughs in center loadbearing wall; each walkthrough shall be adjacent to the east and west exterior walls. All wall cuts shall be trimmed out to match new wall finishes.
Walkthrough wall corners shall be protected with metal trim to prevent damage to the corners.
The Contractor is to remove existing roof flashing and drip-edge. The Contractor is to install spray foam insulation over the existing roof deck; provide a minimum overall value of R-40.
Install new standing seam metal roof and truss system over existing built-up roof, and install new metal drip edge and flashing. Standing seam roof system must meet wind design speeds as outlined in the International Building Code - most current release.
e. HVAC: The contractor is to procure, install, and commission two (2) HVAC split units (2 Tons each), one unit per room. Interior HVAC split units should be installed below cable tray as per page 7, par. J.3 below 7’ height. Must be able to maintain temperature of 20-C to 25-C at 40% to 55% relative humidity. The exterior condensing units are to be placed on a new concrete pad a minimum of 12-inches above the existing exterior ground elevation. New protective bollards are to be installed on the exterior corners of the units. All refrigerant lines are to insulated and installed in protective aluminum chases from the where they leave the interior of the building to the condensing unit. Exterior unit disconnects are to be sized per unit manufacturer recommendations and NEC requirements. Building mechanical systems shall follow the LEED guidance in TAB D where applicable.
f. Plumbing: The building does not have any fulltime occupancy, therefore no requirement for potable water or restrooms.
g. Fire Protection:
1) Suppression: Contractor is to install a new self-contained clean (fluoroketone) or similar fire protection fluid suppression system in accordance with ETL 15-01-03, UFC 3-600-01, and NFPA 70 & 76. With the following specifications or performance:
• Attains design concentration in 10 seconds, suppresses fire at incipient stage
• Stops the combustion process by absorbing heat.
• Waterless agent, instantly evaporates−minimal cleanup
• Designed to be highly effective on Class A, B and C combustibles
• Ships in bulk as a liquid, not under pressure, with no air freight restrictions or DOT ratings
• Discharged as a gas
• Shelf life of at least 30 years
• Manufactured in the USA with globally sourced materials
• Continuity of operation can be maintained during discharge, significantly reducing downtime costs
• Cylinders can be placed inside or outside of protected rooms
2) Alarm: Contractor is to install a new fire alarm system; to include but not limited to a new panel, annunciator, transmitter and all devices with a new addressable system. All new components should be Monaco and shall comply with NFPA and NGB ETL standards.
Contractor is responsible for all testing and integration into the existing base wide headend gear.
h. Electrical:
1) The local CES office has determined building 5 must be supported by new electrical transformer, not fed by existing transformer at building 1.The contractor have to submit a preliminary design of the main power connection to CES office and after the approval by CES install the new pad mount transformer connected to the primary line 4.16 kv that currently supply power to the substation at Building 1. See drawings details for more information.
2) Request contractor to furnish, install & certify a Building Grounding System to include a main equipment grounding bus bar (Telecommunications Main Grounding Bus bar – TMGB) in each open area (North & South end) of building 5. This is due to physical restrictions of central grounding capabilities related to proposed floorplan with structural wall separation between each open equipment area.
3) Contractor is to provide all equipment to include 100kW, 120/208V, 3Φ generator, generator pad, automatic switch gear, double walled fuel tank, grounding, meter, 150A, 120/208V, 3Φ panels (two each), and electrical disconnects to make a complete and usable system. The generator and supporting equipment are to be placed on a new reinforced concrete pad a minimum of 12-inches above the existing exterior ground elevation. The pad should extend 4-feet from all sides of the generator footprint to allow for a maintenance corridor.
New protective bollards are to be installed around the generator pad, bollards directly in front of the generator are to be removable to allow for maintenance and generator relocation. NFPA 110- Standard for Emergency and Standby Power Systems -Fuel Quality requires fuel tanks 550 gallons or more to have a secondary containment system.
4) Alter the electrical system to accommodate the renovation. Install electrical power connections as per Attachment 08. Provide new, energy efficient interior and exterior light fixtures, occupancy sensors, and controls IAW UFC 3-530-01. Reference Attachment 09.
Building electrical systems follow the LEED guidance in TAB D.
i. Lightning Protection System: Contractor is to install a complete building lightning suppression system in accordance with the latest version of UFC 3-575-01 and NFPA 780.
j. Communications: Upgrade the communications system as required. The Communications Flight will provide equipment, devices, cabling and Inside Plant termination at new equipment racks installed by others. New racks (communications equipment floor mounted) required to be procured, installed with the SRM communications installation project.
1) The Contractor is to provide and install six (6) 4” Schedule 40 PVC communication conduits from communications manhole MH-4a to a new 4’x4’x6’ concrete communications hand hole located on the east and north side of Building 5, and from the hand hole up through the concrete floor of Building 5 terminating in the north room of Building
5. Customer prefers conduits from maintenance holes to be installed on exterior face of building & stub into adequate sized access panel w/same number & sized conduit sleeves into front corners of building 5. Reference Attachments 02, 10, and 11.
2) The Contractor is to provide and install six (6) 4” Schedule 40 PVC communication conduits from communications manhole HH-9b to a new 4’x4’x6’ concrete communications hand hole located on the east and south side of Building 5, and from the hand hole up through the concrete floor of Building 5 terminating in the south room of Building
5. Reference Attachments 02, 10, and 11.
3) The contractor is to provide and install 24” wide by 1 ½” deep (minimum) wall mounted cable tray (where available). The contractor is to provide and install 24” wide by 1 ½” deep (minimum) wall mounted cable tray on each side of center wall, between cable tray installed on long axis. Cable tray height should be above door opening heights (minimum 7’).
Install IAW ANSI-NECA-BICSI 568-2001. Reference Attachment 10.
4) Others will provide communication equipment, devices, cabling and termination at existing racks.
k. Equipment or fixtures Government Furnished Contractor Installed (GFCI):
None anticipated.
l. Built a new fence that will match existing fence on the side of the building #5 and fallow the specifications 32 31 13.53 and the attached FE7 Chain-Link Security Fence Details. This fence will provide protection only on the front of building #5 .See attach details drawings for more details.
C. CONSTRUCTION PHASING: The existing facility is vacant, construction will not require phasing.
D. ANTI-TERRORISM/FORCE PROTECTION (AT/FP): The project is to be constructed in accordance with ANG AT/FP Policy (ANGETL 15-01-02) and UFC 1-010-01.
E. SPECIAL CONSIDERATIONS:
• Solid Waste Management: All waste materials and debris generated by work under this contract shall be processed, handled, transported, stored, and disposed of by the contractor in accordance with all federal, state, local, regulations, and laws. All waste streams will be quantified and reported to the Base Environmental Manager.
• Fire Safety: The Contractor shall comply with all local fire regulations and NFPA 241 during all demolition and construction work. All fire extinguishers required shall be provided and maintained by the contractor, but must be approved for use by the contracting officer prior to use.
“Hot-work” operations, those involving welding, soldering, brazing, or torch heating shall not commence before an AF Form 592 is completed and signed by the Fire Inspector. The contractor shall contact the Fire Department’s inspection section at least one work day prior to hot-work operations for assistance and completing the Form 592. There shall be no open burning of waste materials or debris during this contract.
• Security Fencing: awaiting specs, should be provided by security forces.
F. LOCATION OF THE WORKS: The site of the work covered by these specifications is 156th
Airlift Wing, Muñiz Air National Guard Base, Carolina, PR.

• Every day all refuse and remaining materials related to the work will be taken to a refuse container provided by the Contractor.
• Only company cars with distinctive logos posted at passenger and driver doors will be authorized inside Base premises.
• All personnel are required to show a valid not expired ID in the main entrance gate before entering the Base premises.
• At the end of each working day all areas will be clear from equipment, tools and materials.
• Special precautions will be taken at no cost to government to protect base property during the project execution.
• The use of Personal Protective Equipment is mandatory at all time while working on the project.
