1. Asbestos- Since asbestos removal prices varies depending of material to be abate, can you please confirm expected material to be contaminate with asbestos?
There are not suspect ACM observed during the Building 5 final inspection performed on February 2018 as part of the 156th ANG Asbestos Operation & Management Plan report.
2. Roof treatment- Please confirm existing type of roof system.
Verified during site visit, some type of an old Urethane layer remains on the roof that must be removed.
3. On Page 12 of Statement of Work on the Submittal List Item 4 Truss Design and Shop Drawings, can you please confirm which truss are you referring?
The contractor needs to provide a Truss Design. As part of the standing seam roof system design to be attached to existing concrete roof.
4. On Statement of work on section B. Scope of Work on subsection d. Structural it is specify the following: install new standing seam metal roof and truss system over existing built-up roof, and install new metal drip edge and flashing. Where is expected to be installed a truss system?
The contractor needs to provide a Truss Design. As part of the standing seam roof system design to be attached to existing concrete roof.
5. Fence- Does the new fence have to include a pedestrian gate?
Yes, refer to updated drawings for size and location one 12 ft. long 2 swing gates 6Ft. each.
6. Fence- Can you please provide specifications 32 31 13.53 for fence?
Refer to the UFGS as reference. WBDG.org website
7. The Statement of Work indicates that Security Fencing will be required – awaiting specs, should be provided by security forces. Is temporary fencing required for the project or is this referencing the permanent fencing shown and noted elsewhere?
Permanent fencing is required as per drawing. No temporary fence is required. See revised drawings.
8. Fire Suppression- Does the new fire suppression system have to be tie to existing fire security panel?
There is no existing fire security panel. The fire suppression system must be design to include fire alarm system that communicates wireless with Monaco System at Fire Department.
9. Alarm- Does the new alarm system have to be tie to existing Monaco System? Where is the location of the nearest panel to tie? Does the existing Monaco System is under maintenance contract? Do we have to do work under the existing maintenance contract company?
Yes, the new alarm system must be connect to the Monaco System at the Fire Department. The connection is wireless. Currently, Monaco System is not in operation. Refer to SOW section B, G, Fire Protection step 2.
10. Transformer - Which is the expected new transformer capacity?
The transformer capacity is 100 KVA. Refer to Electrical Section H.
11. On page 19 Electrical Drawing 220v Outlet Plan- Can you please confirm if all 220V outlets have to be a dedicated circuit?
Yes, must be dedicate circuits.
12. On page 19 Electrical Drawing Lighting Plan- Can you please confirm lighting voltage?
Lighting must be Dual Voltage (120V / 208V).
13. Doors- Can you please confirm existing security system to be tie the new magnets of the doors? Where is the location of the nearest security panel?
Yes, The door requires magnets and an entry key pad security entry. It will not tie to the base security system.
14. The Statement of Work requires doors to be equipped with magnetic locks which tie into the base access control system – what is the contractor providing and what is the government providing in relation to the magnetic locks and access control system?
All components will be provided by Contractor.
15. A/C Units- Can you please confirm electrical point of connection for new A/C Units?
A/C units must be connect to the Distribution panel. See drawing for location.
16. Building Interior- Can you provide moisture membrane specifications? Can you provide stain specifications? Can you provide impact resistant vinyl surface panels specifications?
Must comply with current UFGS 07 19 00 Water Repellents, ICC/IBC and ETL’s. Refer to scope section a, page 4.
17. The Statement of Work references an ADSIL Treatment Certificate – what is ADSIL? Where is it specified?
It is required to provide evidence of the corrosion treatment (ADSIL Certificate) performed on all HVAC equipment.
18. ADSIL treatment- Can you confirm if the ADSIL treatment is just for the condensing units or for the evaporating units too?
It applies for all condensing units.
19. Alarm- In Statement of Work section B Scope of Work subsection g. Fire Protection 2.
Alarm it is mention annunciator. Please clarify which type of annunciator are you referring to a visual and/or audible, or neither.
It requires both visual and audible.
20. Electrical Transformer- Please confirm the distance from building 5 to building 1 for new transformer location.
It had to be verify during the site visit it was show were the location will be.
21. Please confirm type of existing electrical substation to be use for the new transformer connection.
Indoor substation, a metal clap 500 KVA transformer and it has to be connected to the primary side 4.16 KV.
22. In Statement of Work section B Scope of Work subsection h. Electrical Point 4. Mention Attachment 08 and 09. Please provide attachment 08 and 09.
Attachment 08 and 09 are represent in the Electrical Plan Drawing.
23. Please confirm if you have a preference brand on generator.
There is no preference but it must be American Brand (most generators on base are Onan would prefer this same brand).
24. Please confirm pad mounted transformer specifications, and material.
Refer to the NEC and Scope of Work section H. The requirements are 4.16 KV to 100 KVA, 120/208V, 3 phase that will supply power for two electrical panels of 150 AMPS.
25. Please provide excavation detail for the transformer connection.
Refer to the NEC.
26. In Statement of Work section B Scope of Work subsection b. Building Exterior mention Attachments 03 and 04. Please provide attachment Attachments 03 and 04.
Attachments 03 and 04 are represent in the Existing Proposed and Demo Plan Drawing.
27. Will the Government be providing Office Space to the General Contractor in the vicinity of the Project for this Project?
Yes, space will be provide near the project. To be discussed during site visit.
28. Proposed plan does not match the statement of work regarding 1 aluminum stair and catwalk with removable handrail – what is the contractor to provide with this project?
Refer to the Existing Proposed and Demo Plan Drawing. Are no longer required to install 5-ft.
wide aluminum catwalk from doorway to doorway and the aluminum staircase connected to the catwalk.
29. Proposed plan does not match the statement of work regarding 2 – 3’x7’ openings cut into load bearing wall at east and west exterior walls and aluminum box pass through in place of existing vent – what is the contractor to provide for this project?
Center wall to be demolish.
30. Should the wall dividing the building into two rooms be assumed to be loadbearing? The Synopsis says it is load bearing, the Statement of Work says it is assumed to be load bearing, and it was discussed as not being load bearing at the pre-bid conference.

31. Has a Contractor Lay Down area been identified for the Project?
Yes, the base will provide a Lay Down area for the contractor.
32. Proposed plans do not match the statement of work regarding the proposed fence details – plans show FE5 details / statement of work calls for FE7 and to match existing – what is the contractor to provide with this project? Is a man gate or vehicle gate required in the new fencing?
The correct fence detail is FE7 and the drawing was update.
33. Proposed plan does not appear to match statement of work regarding grounding system regarding Telecommunications Main Grounding Bus Bar (TMGB) at North and South ends of building – what is the contractor to provide with this project?
For Grounding:
1. Provide backboards in accordance with TIA-569-C.
2. Install one copper 4-inch x 23-inch x ¼-inch Master Station Ground bus bar with standoffs in each divided equipment room Building 5.
3. Connect the Master Station Ground bus bar to the facility ground with minimum 2/0
AWG copper cable, exothermically welded to the ground rod, and mechanically connected to the Master Station ground bus bar.
34. Should the exterior lights be controlled by the occupancy sensor controlling the interior lights? A timer? A photocell?
No, the Photocell is required to control the external lights.
35. What is the dimensioned area adjacent to the loading dock of Building 11 and outside of the proposed fence area for Building 5 shown on the proposed fencing plan sheet?
Refer to the Proposed Fencing Drawing for Building 5.
36. Proposed plan does not match the statement of work regarding the proposed exterior door sizes of 1 – 60”w x 84”h double door and 1 – 42”w x 81”h single door – what is the contractor to provide with this project?
It requires 1 – 60” W X 84” H double doors. See revised Drawings
37. The Solicitation, Offer and Award requires all personnel to wear orange or lime colored safety vests while performing work – will orange or lime colored shirts be acceptable in lieu of vests?
Yes
38. The Statement of Work references MH-4a and HH-9b – where are these located?
Refer to drawing update.
39. The Statement of Work requires a Standby Generator with Fuel Tank – how large a fuel tank is required? How many hours of service is required?
Fuel tank must ensure 48 hrs. of service.
40. The Statement of Work requires new concrete pads for the Condensing Units, Generator, and Fuel Tank – where will these pads be located?
To be located behind the building, refer to Exist & Proposed Floor Plan & Elevation Drawing.
41. The Statement of Work requires the building to be brought into compliance with Anti- Terrorism / Force Protection requirements – does the existing building construction comply with these requirements?
No, see ANGETL 15-01-02 and UFC 1-010-01. Refer to section D, Page 8 for details.
42. Will the contents of the building be removed by the Government? If the contents of the building are to be disposed of by the Contractor, are there any hazardous materials among the contents of the building?
No, the contents of the building will be remove by the contractor. The contractor must verified type of materials during the site visit.
43. What systems for this project, if any, will Muniz ANG require signed and sealed engineered drawings and/or calculations to be provided by the Contractor?
Refer to section H, Page 12 Submittal List of requirements.
44. Will the government be providing engineering for the Electrical System?
No.
45. Will the government be providing the High Voltage primary power and Transformer?
No.
46. Existing concrete and asphalt paving needs to be cut to provide power and communications services to the building – are there specifications for the existing pavement sections?
Must be the same specifications of existing concrete and pavement. Need to comply with the
NEC.
47. Is Muniz ANG aware of any Buy American compliant mini split units complying with their requirements?
No compliant issues have been reported.
48. Does Muniz ANG have any specific requirements of the equipment to be used on the project?
Has to be in good conditions (No leaks) and comply with OSHA.
49. Will Muniz ANG require the contractor to provide a full time site safety officer for this project?
Base has a safety office. Not required by contractor.
50. How quickly must the transfer switch transfer power over to generator power after a power interruption? Is there a minimum time the generator should run each time the generator starts up?
Refer to the NEC.
51. Will the contractor be required to guarantee the relative humidity of the space is within the indicated preferences despite not constructing the exterior walls?
Yes, relative humidity must comply.
52. Provide hardware door specifications for both doors.
a. Refer to section B. SCOPE OF WORK
i. (a. Building Interior :) All hardware shall be stainless steel or galvanized corrosive resistant material.
ii. (b. Building Exterior :) All hardware and fasteners used in this project are to be galvanized.
53. Are these doors and frames to be fire rated?
a. Yes, it is a requirement that all doors and frames comply with the fire rated specification to meet fire protection regulations.
i. Refer to section A. GENERAL CONDITIONS: The Contractor is subject to all base fire, safety, security, and traffic regulations.
ii. Refer to section B. SCOPE OF WORK:/ Facility Description: The primary purpose of the project is to convert this facility to the base communications core room, which will require repair and upgrade to the building envelope, new mechanical, communications, security, and electrical infrastructure with automatic electrical power backup system, fire protection and detection systems, lightning protection system, electrical ground system, new finishes, doors, and roof system.
54. Is the communication racks and communication equipment included in the work?
a. No, the communication racks and/or equipment are not included in this work.
55. What are the paint specifications?
a. Speed Hide, PPG, Colors:
iii. Exterior Wall - Icicle
iv. Exterior Eaves - Rendez Vous
v. Interior Wall – Almond Paste
56. What materials will be used in the roof?
a. Refer to section B. SCOPE OF WORK
vi. (d. Structural :) The Contractor is to remove existing roof flashing and drip-edge. The Contractor is to install spray foam insulation over the existing roof deck; provide a minimum overall value of R-40. Install new standing seam metal roof and truss system over existing built-up roof, and install new metal drip edge and flashing. Standing seam roof system must meet wind design speeds as outlined in the International Building Code - most current release.
b. Refer to section H. SUBMITTAL LIST
i. Material Approval Submittals: All materials used on project: 3. Standing
Seam Metal Roof System.
57. What are the fire protection specifications?
a. Refer to answer in Questions 8 and 9.
58. IVU- Does the government will issue a Tax Exemption letter or does the contractor have to include taxes for material and labor in the Bid Cost?
The government will not issue a tax exemption for contractor purchase materials.
59. Construction Taxes-Do we have to include on base bid the cost for Municipal Excise Construction Tax?
Yes.
60. HVAC- Do you have an HVAC preference brand?
No.
61. Performance Work Statement does not match Statement of Work regarding working hours:
0700 – 1600 vs. 0700 – 1630 and PWS requires availability for performance no later than 0600 (page 11) – what are the working hours for this project?
0730 hrs. – 1600 hrs.
62. Can bids be submitted on the bid date – currently indicated to be July 9, 2019? If bids can be submitted on the bid date, what is the location that bids will be received and by what time must they be received?

63. The wage determination schedule indicates that the prevailing wage for all classifications is $7.25 per hour with varying fringe benefits. The note above the schedule indicates that per Executive Order (EO) 13658 an hourly minimum wage of $10.60 for calendar year 2019 applies to all contracts subject to Davis-Bacon Act for which the contract is awarded on or after January 1, 2015. And, it is my understanding that, On July 30, 2018, the governor of Puerto Rico signed Executive Order No. 2018-033, increasing the minimum wage for construction workers, enforcing laws requiring use of locally produced cement, and requiring the use of project labor agreements in government-funded construction projects. More specifically, the Executive Order requires that if any construction project is financed in whole or in part with funds from the Puerto Rico Government, its agencies, instrumentalities or public corporations, the contractor or subcontractor must pay employees hired to work on that project at least $15.00 per hour. What are the minimum wage rates required for this project?
a. (EO) 13658 does not apply to Puerto Rico.
b. Executive Order No. 2018-033: Applicable wages or wage determination can be found in the solicitation (Refer to Page 43.)
64. When will the Notice to Proceed be issued? After contract award? After approval of all submittals? After receipt of any required Permits?
Refer to Solicitation.
65. How long does Muniz ANG anticipate taking to review submittals?
The Government team anticipates an evaluation and approval process of 10 days.
66. Permits- Which type of permits do we have to request for the project? a. Construction Permit? b. Categorical Exclusion? c. SHPO letter?
Lead remediation permit will be needed if lead is found. Construction Permit will not be needed.
SHPO documentation or permit will be managed by the base environmental office.
67. What taxes does Muniz ANG expect the Contractor to be responsible for on this project?
Taxes are a responsibility of the offeror. Refer to Q&A # 58 and # 59.
68. What permits, if any, will Muniz ANG be providing for the project? What permits, if any, will Muniz ANG require the contractor to provide prior to commencement of the project?
Digging permits, hot permits and base entrance permits.
69. Performance Work Statement requires ALL employees to possess ALL required licenses for operating heavy equipment and any others – should it require all operators to possess licenses for the heavy equipment and others that they operate?
Operators shall have current and valid license as applicable, to operate heavy equipment and others.
70. Performance Work Statement indicates the Government is furnishing the workspace used to draw the necessary bloodwork (Labs) for each event – how often will bloodwork be required?
This portion was included on the SOW by mistake and it will be removed from it via amendment. No bloodwork will be required for this project.
