About this opportunity

The U.S. Coast Guard seeks repair services for concrete spalling on the aircraft parking apron at Air Station North Bend, Oregon, with proposals due September 21, 2026. This is a total small business set-aside with a firm fixed price contract structure issued under simplified acquisition procedures.

Place of performance is North Bend, Oregon (2000 Connecticut Ave, Air Station North Bend). The scope includes repairing approximately 50 square feet of concrete spalling around airfield drains and select perimeter concrete edges. All work must be performed on weekends (Saturday or Sunday) to minimize impacts to operational helicopter flights. Contractor personnel must provide their own hearing protection, secure all equipment and materials to prevent displacement by helicopter rotor wash, and clearly mark the concrete curing area using washable paint (flags and tape prohibited). A mandatory site visit is scheduled for September 2, 2026 at 0900 at the air station; interested quoters must RSVP to Ava Stow (ava.m.stow@uscg.mil) no later than September 1.

The NAICS code is 237310, Highway, Street, and Bridge Construction; PSC is Z1BD. Contractor personnel must hold REAL ID-compliant driver's licenses or federal photo identification. Work must comply with OSHA Safety and Health Standards (29 CFR Part 1926) and International Concrete Repair Institute (ICRI) standards. The concrete repair must achieve minimum compressive strength of 5,000 psi per ACI 301 and ACI 318, and contractors must submit a proposed concrete mix for government approval. If structural reinforcing has been lost at perimeter locations, contractors must drill and epoxy-grout steel dowel bars horizontally into sound slab. Exposed steel reinforcement must be inspected per ASTM A955 criteria and coated with airfield-approved corrosion inhibitor. Steel reinforcement cannot be replaced with fiber rebar or composite alternatives.

Questions and drawings were posted September 15, 2026. Amendment 001 (September 8) revised the scope of work and extended the closing date; Amendment 002 (September 11) extended the closing date to September 21. Davis-Bacon prevailing wage rates apply per Oregon Wage Determination OR20260001, effective July 30, 2026.
