About this file

This is a Questions and Answers document clarifying the scope and requirements for a concrete repair solicitation at an airfield facility.

The work is limited to removing and replacing deteriorated concrete around a trench drain and perimeter edges, totaling approximately 50 square feet combined across multiple repair locations shown in provided photographs. The concrete removal shall extend only to sound concrete, not full-depth to subgrade. Contractors must submit a proposed concrete mix for government approval compliant with ACI 301 and ACI 318 standards with a minimum compressive strength of 5000 psi. For perimeter locations where structural reinforcing tie-ins have been lost, contractors must drill and epoxy-grout steel dowel bars horizontally into the sound slab. If steel reinforcement is exposed, it must be inspected per ASTM A955 criteria, cleaned of rust and scale, and coated with an airfield-approved polymer-modified cementitious or epoxy-resin corrosion inhibitor. Steel reinforcement cannot be replaced with fiber rebar or composite alternatives such as GATORBAR. An oil-water separator is not included in this solicitation.

This is a Firm-Fixed-Price contract under Simplified Acquisition Procedures without FAR 52.236-2 incorporation, meaning contractors must absorb all risks of concealed conditions and contaminated materials within their baseline bid. The existing concrete, joint material, drain sediment, and underlying soil have not been tested for petroleum contamination or hazardous materials, and bidders are required to include all costs associated with testing, handling, and legal disposal of any contaminated materials encountered during performance. Work hours, airfield access restrictions, escort requirements, aircraft clearance requirements, and foreign-object-debris controls should be referenced in the Statement of Work and solicitation amendments. If weekend work is required, the Contracting Officer's Representative will be available for a Friday walkthrough prior to onsite work.

Q&A

1. Are there any plans, drawings, drain details, photographs, specifications, or addenda available beyond the four documents currently posted with the solicitation?

- See attached.

2. Please confirm the exact repair locations and whether the approximately 50 square feet stated in the solicitation is the total estimated repair quantity for all areas combined.

- Total estimated repair quantity for all areas combined. The repair locations are as shown in the pictures.

3. Is the required work limited to removing and replacing deteriorated concrete around the trench drain and perimeter edges, or does it include repair or replacement of the trench-drain channel, grating, outlet piping, or other subsurface drainage components?

- Limited to removing and replacing deteriorated concrete around the trench drain and perimeter edges.

4. During the site review, an oil-water separation unit was discussed.

Is furnishing and installing an oil-water separator part of this solicitation? If so, please provide the required capacity, performance criteria, approved type, connection details, and discharge requirements.

- An OWS is not included in this solicitation.

5. What depth of concrete removal and replacement should contractors carry in their pricing? Should the repair be full-depth to the existing subgrade, or only to sound concrete?

- To sound concrete.

6. Are reinforcing steel, dowels, embedded steel, or specific joint details required for the repairs? If existing reinforcement is discovered to be deteriorated, how will that additional work be handled?

- As per the specs, “5.3.1.6 For the perimeter location, drill and epoxy-grouted steel dowel bars horizontally into the sound slab if the perimeter edge has lost its structural reinforcing tie-ins.

5.3.1.7 If steel reinforcement is exposed, inspect the bar per ASTM A955 criteria.

Clean rust and scale oƯ exposed steel bars using a wire brush or mechanical abrasive blasting, if necessary. Coat all new and existing exposed steel with an airfield-approved, polymer-modified cementitious or epoxy-resin corrosion inhibitor.”

7. Is there a specified concrete mix, minimum compressive strength, rapid-set requirement, surface finish, curing method, or maximum time before the apron must be returned to service?

- The Contractor should submit a proposed concrete mix for government review and approval. The mix and design shall be in accordance with ACI 301 and ACI 318 and must be minimum 5000 psi.

8. Has the existing concrete, joint material, drain sediment, or underlying soil been tested for petroleum contamination or other hazardous materials? If contaminated material is encountered, will disposal be handled as a contract modification?

- It has not been tested for contamination.

The existing concrete, joint material, drain sediment, and underlying soil have not been tested by the Government for petroleum contamination or other hazardous materials. This is a Firm-Fixed-Price solicitation. Bidders are required to include all costs associated with testing, handling, and legally disposing of any encountered contaminated materials or hazardous waste directly within their baseline bid. Bidders must factor this risk into their proposal, as no contract modifications or additional funds will be authorized for the disposal of contaminated materials encountered during performance.

9. What work hours, airfield-access restrictions, escort requirements, aircraft-clearance requirements, and foreign-object-debris controls should be included in the quote?

Refer to the SOW and solicitation amendments to answer this.

10. If actual concealed conditions or repair quantities exceed the stated scope after demolition, what process will be used to authorize and compensate the additional work?

This is a Firm-Fixed-Price contract under Simplified Acquisition Procedures, and FAR 52.236-2 is not incorporated into this solicitation

OƯerors are highly encouraged to conduct a thorough site visit prior to bidding to inspect the premises. The contractor is expected to absorb the risk of concealed conditions within their fixed price, and no modifications will be made to add funding for conditions that could have been anticipated.

11. Can the rebar be replaced with Fiber Rebar?

- No.

1, In lieu of SOW 5.3.1.6: If the reinforcing bar needs to be placed and/or replaced can we use GATORBAR in #3 or #4 as needed?

- No.

2, If work needs to be done on Saturday and Sunday, will the COR be available for Friday walkthrough prior to onsite work?

- Yes.
