About this opportunity

The Department of the Navy Naval Supply Systems Command seeks design-build repair and renovation of the ADM Baker Pool Complex at Naval Base San Diego, with proposals due June 5, 2026. The procurement carries no set-aside.

Place of performance is San Diego, California. The project scope includes upgrading the main pool, converting the wading pool into a splash pad (approximately 800 square feet, acceptable for ages 0–5), and renovating the snack bar and locker room. The pool has been closed for 10 years due to deteriorated plaster and water slide structure. The proposed budget for design and construction is $7,118,094.00; proposals exceeding this amount may be considered unacceptable. This is a design-build delivery where contractors bear responsibility for both design and construction, with RFP requirements serving as minimums.

Contractors must provide key personnel—Project Manager, Chief of Contractor Quality Control, Site Safety Health Officer, and On-Site Superintendent—each with a minimum of 5 years of experience. Payment and Performance Bonds are required for the total contract value. Monthly progress payments are authorized using AIA forms G-702 and G-703, with 10 percent retainage applied to design and construction invoices. Liquidated damages of $1,678.00 per calendar day apply for delays. Technical specifications require standing seam metal panels with water management systems, a 2,500-gallon treatment tank meeting national codes, and separate treatment systems for the splash pad and lap pool. Mold remediation, if encountered during construction, will be stopped pending assessment and remediation by Public Works using appropriated funds. Drainage solutions are required to address flooding from adjacent slopes. The Navy furnishes the ice machine (Westlake Commercial 350LB Air Cooled model SK-329). NAICS code 713940, Fitness and Recreational Sports Centers; PSC code 7830, Recreational and Gymnastic Equipment. Contracting Officer: Alanna Young (alanna.g.young.naf@us.navy.mil, 901-574-0848). Technical questions must be submitted in writing at least 7 days prior to the closing date.
