About this file
This document is an Amendment to Solicitation (Standard Form 30) and Pre-Proposal Conference Meeting Minutes for a design-build construction project. Amendment 0002, effective 27 March 2026, adds the pre-proposal meeting minutes from 26 March 2026 to solicitation NAVMWR-26-R-0005 for the NB San Diego Repair ADM Baker Pool Complex project.
The project is administered by the Commander, Navy Installations Command (CNIC) NAF Construction Contracting office in Millington, Tennessee using Non-Appropriated Funds (NAF) generated from Morale, Welfare, and Recreation (MWR) facility usage. The proposed budget for design and construction is $7,118,094.00, with proposals exceeding this amount potentially considered unacceptable. This is a Design-Build project where contractors are responsible for both design and construction, with requirements in the RFP serving as minimums. The proposal submission deadline is 15 April 2026 at 3:00 PM Central Time, consisting of two volumes: Price (1 original, 1 copy, 1 data disc) and Technical (digital upload). Contractors must include a signed SF 33 acknowledging all amendments, completed W-9 and EFT forms, and provide separate pricing from technical proposals. Progress payments are authorized monthly using AIA forms G-702 and G-703, with 10% retainage applied to design and construction invoices. Liquidated damages of $1,678.00 per calendar day apply for delays. Payment and Performance Bonds are required for the total contract value with a specific NAFI statement included. Key personnel including Project Manager, Chief of Contractor Quality Control, Site Safety Health Officer, and On-Site Superintendent must have minimum 5 years of experience. The Federal Acquisition Regulation applies only to specific solicitation references. Questions must be submitted in writing to Contracting Officer Alanna Young (alanna.g.young.naf@us.navy.mil, 901-574-0848) by 7 days prior to closing date.
