About this opportunity

The procurement is a Women-Owned Small Business set-aside and requires quoters to be duly authorized to operate and do business in Japan per DFARS 252.225-7042.
Place of performance is U.S. Air Terminal, Building 206, NAF Atsugi, Japan. The equipment must meet or exceed a lift capacity of 15,000 lbs and a minimum platform height of 5,500 mm; platform heights greater than 5,500 mm remain acceptable and desirable. Amendment 0001, issued September 4, lowered the minimum platform height from 5,800 mm to 5,500 mm and strengthened language regarding capability to handle three linked 463L military pallets to reflect strong preference; quotations offering this capability will be preferred when all other factors are equal.
The base period runs 12 months from September 29, 2026 through September 28, 2027, with one 6-month option period through March 28, 2028. All shipping, transportation, and delivery costs are included in the quoted price. The contractor must provide full preventive and remedial maintenance, 8-hour on-site technician response to equipment failure, and initial operator and basic maintenance training. Government acknowledges realistic lead time and that physical delivery and operational readiness may occur several weeks after award anticipated in September 2026. NAICS code is 532490; PSC is W039. Evaluation criteria include technical capability, past performance, and price, with award to the responsible quoter providing best value.
