About this opportunity
The Department of Agriculture Forest Service seeks rental of a prime-rated generator to provide continuous temporary power to the San Bernardino National Forest Supervisor's Office, with quotations due June 26, 2026. The procurement is a total small business set-aside under NAICS 532490.
Place of performance is San Bernardino, California at 602 S. Tippecanoe Avenue. The Forest Service's main electrical power has been shut down since November 2025; the facility currently operates on a standby generator designed for emergency use, and the prime generator rental is estimated to last several months until replacement of the main electrical outdoor switchgear is complete.
The Government requires one 300 KW generator rated at 277/480V–4160V or equivalent, either natural gas or diesel (if diesel, trailer-mounted with outdoor enclosure, block heater, battery charging circuit, and 48-hour fuel capacity at full continuous base load). The contractor must obtain all permits including South Coast AQMD air district permits, CARB Portable Equipment Registration Program registration, and local building and electrical permits at contractor expense with no Government assistance. All work must comply with the National Electrical Code (NFPA 70), NFPA 70E, Cal/OSHA, NFPA 110, and CARB standards, and must be performed by a California-licensed professional. The contractor must provide 24-hour support and respond to emergency service calls within four hours. Monthly rental charges commence upon successful building operation on the prime generator. Prevailing wage determinations under the Service Contract Act apply.
The RFQ includes four line items: installation with manual transfer switch (lump sum), installation with automatic transfer switch (lump sum option), 12 months of generator rental and routine monthly maintenance (monthly pricing), and four emergency call services (per-call pricing). Award will be made to the lowest-priced, technically acceptable offer with acceptable or neutral past performance. Pricing is firm for 90 calendar days from the offer due date. This solicitation previously issued as 127EAU26Q0047 with no award made.
