About this file

This is a Statement of Work (SOW) for the rental, connection, and maintenance of a prime generator for the San Bernardino National Forest Supervisor's Office in San Bernardino, California, effective June 15, 2026.

The USDA Forest Service requires one 300KW generator rated at 277/480V-4160V or suitable equivalent output to provide continuous temporary power to the building. The contractor must supply either a natural gas or diesel prime generator (if diesel, trailer-mounted with outdoor enclosure, block heater, battery charging circuit, and 48-hour fuel capacity at full continuous base load). The prime generator will operate in conjunction with the Government's existing standby generator via an automatic transfer switch, with only one generator providing power at any given time. The contractor is responsible for all installation work including running electrical materials, cables, gas lines, shut-off valves, regulators, flexible hoses with quick-connects, and proper pipe sizing and leak testing. All work must comply with the National Electrical Code (NFPA 70), NFPA 70E, Cal/OSHA, NFPA 110, and CARB standards, and must be performed by a licensed professional. The contractor must acquire all necessary permits including South Coast AQMD air district permits, CARB Portable Equipment Registration Program (PERP) registration, and local building/electrical permits. Monthly rental charges commence on the day the office successfully operates on the prime generator, with any downtime caused by contractor unavailability extending the 30-day period by mutual written agreement.

The contractor must provide 24-hour support and respond to emergency service calls within four hours. All preventative maintenance, materials, and labor are included in the monthly rental price and must be coordinated with the Forest Service Facilities Office. The contractor is responsible for all equipment repairs; minor repairs may be performed on-site, but major repairs require provision of a replacement unit at no additional cost to the Government. Delivery and installation must be coordinated during regular business hours (07:00-15:30) at 602 S. Tippecanoe Avenue, San Bernardino, CA 92408, with the local point of contact being Luisa Bannister (909-382-2619 or 909-454-5558). A single deliverable—an emergency response plan—is due seven days after contract award.
