About this opportunity
Portsmouth Naval Shipyard seeks rental of Mobile Elevated Work Platforms (MEWPs) for submarine hull work, with proposals due September 4, 2026. The procurement is a Total Small Business Set-Aside under NAICS 532490 with a limited-source justification based on brand-name requirement; worker training and operator licensing are specific to JLG equipment, and retraining to alternative manufacturers would impede an already resource-constrained project.
The preferred requirement is four JLG Model 600AJ-HC3 units (CLIN 0001, base period September 14, 2026 through May 24, 2027, 36 weeks, plus two four-week option periods). An acceptable alternative consists of four JLG Model 600AJ units plus one JLG Model 660SJ unit; if proposed, both CLINs 0001 and 0002 must be fully priced, with CLIN 0002 running September 14, 2026 through January 3, 2027 (16 weeks) plus two four-week option periods. The preferred configuration will be evaluated more favorably than the alternative. Delivery is to Naval Base Point Loma, San Diego, California; all shipping costs are the vendor's responsibility.
Equipment must be no older than three model years from contract start, feature minimum 60-foot vertical reach, diesel power, and meet specified capacity and fall-protection tie-off point requirements. The Government will install temporary pressure washer mounts for submarine blasting work; contractors must remove all modifications before return. Contractors must respond to repair requests within four hours and complete repairs within 24 hours or provide replacement equipment within 48 hours. All preventative maintenance per manufacturer specifications and ANSI/SAIA A92 standards is the contractor's responsibility.
Vendors must be registered in SAM.gov and submit firm fixed pricing for all contract line items including rental, freight, and data deliverables (test/inspection reports, certification data, personnel rosters, technical manuals, maintenance support plans, and maintenance service reports). Evaluation criteria are technical acceptability (mandatory), past performance (required for vendors and subcontractors performing 20% or more of contract value), schedule adherence, and best value. Award is on an "All or None" basis. The Government intends to award without discussions but reserves the right to conduct discussions if necessary. Service Contract Act prevailing wage rates apply per Wage Determination No. 2015-5635, Revision 29 (San Diego County). OPSEC requirements apply; an OPSEC plan is not required for this contract, but contractors must protect unclassified critical information and comply with facility access security requirements.

While the combination package consisting of the JLG Model 600AJ (CLIN 0001) and JLG Model 660SJ (CLIN 0002) is acceptable, a technical quote proposing the preferred JLG Model 600AJ-HC3 units will be evaluated and rated more favorably (preferred) over the alternative 600AJ/660SJ package.
