Summary

This is a Statement of Work (SOW) for the rental of Mobile Elevated Work Platforms (MEWP) to support elevated work operations at a naval shipyard facility. The Government requires two specific JLG models: the JLG 600AJ (with approved variants HC3) and the JLG 660SJ (with approved variants HC3). Both models must feature minimum 60-foot vertical reach, diesel power, and foam-filled or solid pneumatic tires. The JLG 600AJ requires a 500-pound unrestricted capacity platform with two fall protection tie-off points and accommodation for two people, while the JLG 660SJ requires a 550-pound unrestricted capacity and 750-pound restricted capacity at 50+ feet with three fall protection tie-off points and accommodation for three people. All equipment must be no older than three model years from contract start and equipped with OEM lifting points compatible with standard 4-legged slings. Equipment will be used for submarine work involving high-pressure water blasting, requiring Government ability to install temporary pressure washer mounts and hose guides.

The Contractor must provide around-the-clock rental with unlimited usage hours and firm fixed pricing. Repair response time is four hours for technician arrival and twenty-four hours for unit repair or forty-eight hours for replacement. The Contractor assumes all maintenance costs and responsibilities except daily fluid level checks. All equipment must arrive fully fueled, assembled, and in first-class operating condition with current inspection documentation, operator manuals, ANSI manuals, lifting certifications, and emergency contact information in waterproof cases. Equipment used in California requires visible CARB EIN markings. Delivery includes loading and unloading at ground level, and rental begins only upon Government acceptance following joint inspection using NAVSHIPYD PTSMHINST 11262.2F. The Contractor must comply with OSHA standards, provide spill containment, maintain manufacturer-recommended preventative maintenance schedules, and manage hazardous waste disposal.
