About this opportunity
The Department of State is procuring renovation services for the CMR (Chief of Mission Residence) basement at the U.S. Embassy in Manila, Philippines, through Request for Quote No. 19RP3825Q0111. The comprehensive renovation work includes construction of new partition and masonry walls, installation of flush doors and floor/wall tiles, electrical and mechanical systems upgrades, plumbing work, painting, and epoxy floor coating. Contractors must be registered in the System for Award Management (SAM), submit quotes electronically in English, and provide past performance references along with required certifications. The government will award to the lowest-priced, technically acceptable offeror who demonstrates responsibility, with potential for discussions if needed. A mandatory pre-quotation conference and site visit was held on August 12, 2025, and the original quotation deadline has been extended twice through amendments, with final submissions now due by September 10, 2025, at 4:00 p.m. Philippine local time.
This solicitation has no set-aside designation and is open to full and open competition, with no incumbent contractors identified in the documentation. The estimated contract value ranges between $25,000 and $100,000, establishing this as a relatively modest renovation project. The performance period is specified as 60 working days from the Notice to Proceed, with work hours restricted to 8:30 a.m. to 1:30 p.m., Monday through Friday. Work will be performed at 18 Jacaranda Street, North Forbes Park, Makati City, Philippines, within the embassy compound. The contract includes liquidated damages of PHP 16,002.48 per calendar day for delays, and contractors must provide performance and payment bonds at 50% of the contract price. Pricing must be submitted in U.S. dollars for American firms or Philippine Pesos for local contractors, with no adjustments permitted for currency exchange rate fluctuations.
