About this opportunity

The Department of the Army National Guard seeks interior renovation of a 2,997 square foot fitness facility in Fresno, California, with quotes due July 24, 2026. The procurement is a women-owned small business set-aside, restricting competition to WOSB firms.

Place of performance is Fresno, California (93727). The scope comprises five sub-tasks: interior and exterior painting of approximately 10,729 square feet; installation of 2,214 square feet of mirrors; floor preparation including power washing, sealing, and drain adjustment, with installation of 2,592 square feet of interlocking 3/8-inch athletic mats; replacement of 33 fluorescent interior lights and 8 exterior lights with LED bulbs (bulb replacement only, not fixture replacement); replacement of 10 ceiling fans with 52-inch LED ceiling fans; and installation of one-way drain flow traps on interior and exterior drains. Amendment 0002 (effective July 14, 2026) eliminated extensive floor leveling from the original scope and provided clarifications via 59 Requests for Information responses. The contract type is Firm Fixed Price, with estimated value between $100,000 and $250,000. Period of performance shall not exceed 60 calendar days from Notice to Proceed. NAICS code is 236220 (Commercial and Institutional Building Construction); PSC is Z2JZ. Contractors must hold a current California contractor license (type B, C-10, C-15, or C-33) or equivalent credential. Insurance requirements include Workmen's Compensation of $100,000; Comprehensive General Liability of $500,000 per occurrence for bodily injury; and Comprehensive Automobile Liability of $200,000 per person and $500,000 per accident. Davis-Bacon prevailing wage rates apply. A site visit is tentatively scheduled for June 23 at 0900 PDT; attendees require DBIDS pre-enrollment and base access clearance. Technical evaluation requires a two-page work procedure, subcontractor identification if used, and proof of relevant licensing or competency. Questions are due seven days before the response deadline.
