The National Park Service Southeast Region seeks removal and pruning of hazardous trees, palms, mangroves, and woody vegetation from nine mapped work areas at Convoy Point, Biscayne National Park, Homestead, Florida, with quotations due September 9, 2026, at 5:00 PM Eastern. The procurement is a 100% total small business set-aside under NAICS 561730 (Landscaping Services) with a $9.5 million size standard.
Place of performance is Convoy Point, Homestead, Florida. Work must be completed within 30 calendar days of award during normal business hours (Monday–Friday, 7:00 a.m.–3:30 p.m., excluding Federal holidays). The contractor must provide an ISA Certified Arborist on-site during all pruning operations and comply with ANSI A300-2023 Tree Care Standards, ANSI Z133 safety requirements, OSHA requirements, and Florida mangrove trimming regulations. Scope includes crown thinning, crown raising, deadwood removal, selective pruning, palm pruning to a 9-to-3 profile, building/sign/light/dock clearances, and approximately 25 percent vegetation height reduction in the Boardwalk/VC Docks area to improve water views. The contractor furnishes all labor, supervision, equipment, tools, transportation, daily debris removal and off-site disposal, and incidentals; no whole-tree removal or grubbing is included in base scope.
Award is firm-fixed-price based on three evaluation factors: Technical Capability/Approach (maximum five-page narrative addressing ISA certification, staffing, schedule, pruning methods, equipment, safety, and quality control); Relevant Experience and Past Performance (three references from the past five years); and Price. An optional site visit occurs September 3, 2026, at 9:00 AM. Contractor must comply with Service Contract Labor Standards wage requirements (Wage Determination No. 2015-4543, prevailing wage rates in Miami-Dade County, Florida).
