Palms must be pruned to a 9-to-3 profile. Area 5 (Boardwalk/VC Docks) requires reducing overall vegetation height by approximately 25 percent to improve water and ocean views. All work must comply with ANSI A300-2023 Tree Care Standards, ANSI Z133 safety requirements, OSHA requirements, and Florida mangrove trimming regulations.

The contractor must furnish all labor, supervision, equipment, tools, materials, transportation, and incidentals. An ISA Certified Arborist and superintendent/foreman must be on-site during all pruning operations (roles may be combined). Pre-award deliverables include a written work plan and schedule, participation in a post-award planning meeting (within 72 hours of award), a site-specific safety and accident prevention plan, proof of required insurance, and ISA certification information. Upon completion, the contractor must provide a final completion package with photographs and participate in a final walk-through. The contractor is responsible for all travel, mobilization, lodging, and meal expenses. No chemical applications are anticipated unless specifically authorized. Environmental compliance includes inspecting work areas for active nests and protected wildlife before cutting; mangrove work must comply with Florida Statutes sections 403.9321–403.9334 and applicable Miami-Dade County requirements. Government furnishes only site access and identifies approved staging locations.

Project Location Biscayne National Park, Convoy Point, Homestead, Florida

Performance Period Complete all work within 30 calendar days after award, unless modified in writing by the Contracting Officer.

Normal Work Hours Monday-Friday, 7:00 a.m.-3:30 p.m., excluding Federal holidays, unless otherwise approved.

Primary Work Type Tree, palm, mangrove, and limited woody vegetation pruning/trimming within the nine mapped work areas; no whole-tree removal in the base requirement; daily debris removal and off-site disposal.

Attachment Appendix A - Convoy Point Work Area Map and Legend (Areas 1-9)

1. BACKGROUND

Biscayne National Park is located approximately 20 miles south of Miami in Homestead, Florida. The park protects the northernmost group of living coral reefs in the continental United States and associated coastal and marine ecosystems. More than 95 percent of the park is water and is accessible primarily by boat. Convoy Point is the park's primary mainland visitor and administrative area.

Trees, palms, mangroves, and other woody vegetation at Convoy Point require pruning to correct prior improper cuts, reduce dead or conflicting branches, improve structural condition and wind resistance, maintain clearances, and restore selected views while protecting park resources.

2. OBJECTIVE

The National Park Service (NPS) requires a qualified tree-care contractor to furnish all supervision, labor, equipment, tools, materials, transportation, and incidentals necessary to perform the pruning and related vegetation-management work described in this SOW and Appendix A. The work shall reduce hazardous conditions and excessive wind loading, improve tree and palm structure, provide required building/sign/light/dock clearances, and improve designated vistas without unnecessary damage to trees, mangroves, other vegetation, wildlife, park property, or visitor facilities.

3. PLACE OF PERFORMANCE

Appendix A identifies nine numbered work areas at Convoy Point, including visitor center, parking, maintenance, bridge/boardwalk/dock, Headquarters, waterfront, parking, and housing areas. The Appendix A boundary lines establish the general limits of work. Section 7 provides the corresponding functional descriptions and required work. If a conflict exists between the map and the written requirements, the written SOW governs.

Offerors are strongly encouraged to inspect the site during any Government-scheduled site visit to verify access, staging constraints, equipment needs, and the observable quantity and condition of trees, palms, and vegetation within the mapped areas.

4. PERIOD OF PERFORMANCE AND WORK SCHEDULE

1. Complete all contract work within 30 calendar days after award, unless the Contracting Officer changes the period of performance by written contract modification.

2. Normal work hours are Monday through Friday, 7:00 a.m. to 3:30 p.m., during daylight hours. No work shall be performed on weekends or Federal holidays without advance Government approval. Approval to work outside normal hours does not, by itself, extend the period of performance.

3. The Contractor shall immediately notify the COR of actual or anticipated schedule delays. Only the Contracting Officer may change contract terms, including the completion date.

4. If the Contractor is unable to work due to site-specific weather conditions, the Contractor shall notify the COR no later than 7:00 a.m. that day. Weather conditions elsewhere do not, by themselves, establish that the Convoy Point site is unsuitable for work.

5. Tropical storms and hurricanes: When directed by NPS, the Contractor shall suspend operations and secure or remove equipment, debris, materials, and other items that could become hazards. NPS may direct shutdown approximately 72 to 48 hours before anticipated landfall or earlier if conditions warrant. Work shall resume only after NPS authorizes re-entry and site operations.

5. SCOPE AND GENERAL PERFORMANCE REQUIREMENTS

6. Furnish all labor, supervision, equipment, tools, materials, supplies, transportation, and incidentals necessary to complete the work. Unless expressly identified as Government-furnished, all items required for performance are the Contractor's responsibility.

7. Provide on-site coverage by an ISA Certified Arborist and a superintendent/foreman whenever pruning or cutting operations are being performed. The roles may be performed by the same individual if that person meets the qualifications and responsibilities of both positions. See Section 15, Project Personnel.

8. Perform only the pruning/trimming and related vegetation work described in this SOW. No complete tree removals are included in the base requirement. Whole-tree removal, clearing, grubbing, stump removal, or work outside the mapped areas is not authorized unless separately identified and authorized by the Contracting Officer through a written contract modification.

9. Protect visitors, employees, vehicles, buildings, signs, lights, docks, utilities, pavement, landscaping, and other park property. Establish and maintain work zones, drop zones, barriers, cones, flaggers/spotters, and temporary pedestrian or traffic controls as appropriate for the operation. Coordinate any temporary closure of visitor or staff areas with the COR before implementation.

10. Confine staging, equipment, vehicles, and material storage to locations designated by the COR. Maintain emergency and operational access at all times unless otherwise approved.

11. Remove all Contractor-generated branches, fronds, chips, trash, and other debris from Government property each workday. Disposal shall be off site and in accordance with applicable laws and regulations. No debris shall be dumped, stockpiled overnight, or disposed of on NPS property unless specifically authorized in writing.

12. Notify the COR in advance of scheduled site access to controlled or secured areas and of any change to the approved work schedule.

13. No Contractor advertising signs shall be installed on Government property. Contractor personnel shall wear appropriate work clothing and visible company identification. Smoking and eating are permitted only in areas designated by the park.

6. TECHNICAL STANDARDS AND PRUNING REQUIREMENTS

14. Perform tree, shrub, and palm pruning in accordance with ANSI A300-2023 Tree Care Standards, including Clause 5 (Pruning), and generally accepted arboricultural best management practices. Perform arboricultural operations in accordance with applicable ANSI Z133 safety requirements, OSHA requirements, and other applicable Federal, State, and local requirements.

15. Use pruning methods that preserve natural form and tree health. Topping, indiscriminate shearing of trees, flush cuts, excessive interior stripping ("lion-tailing"), and other practices inconsistent with ANSI A300 are prohibited unless expressly required by this SOW.

16. Primary tree work includes crown thinning, crown raising/clearance pruning, deadwood removal, selective correction of prior stub cuts, and selective removal of crossing or rubbing branches when removal of one branch is appropriate.

17. The principal pruning objective is to reduce excessive crown density and wind loading caused by prior over-lifting and subsequent crown overgrowth while maintaining long-term tree health, structure, and safety.

18. Correct prior stub cuts by making appropriate final pruning cuts consistent with branch collar/branch bark ridge considerations and ANSI A300 practices.

19. Remove dead, broken, or hanging branches within the specified work areas that present a hazard or are part of the required pruning objective.

20. Palms in Areas 1 through 9 shall have dead/dying or broken fronds and seed pods removed and shall be pruned to the specified 9-to-3 profile. Do not perform excessive "hurricane" cuts or remove healthy fronds above the specified pruning profile.

21. Where this SOW requires building, sign, light, dock, or access clearance but does not state a numerical clearance distance, prune only to the extent necessary to eliminate contact or obstruction and provide practical operating clearance while maintaining tree health and natural form. Coordinate unusual conditions with the COR before cutting.

7. WORK AREAS AND AREA-SPECIFIC TASKS

Appendix A identifies Areas 1 through 9 and retains the established work-area boundaries. For purposes of this SOW, the Appendix A map labels and the functional work-area descriptions correspond as shown below. Work is limited to vegetation within the mapped boundaries unless otherwise authorized by the Contracting Officer.

The park does not maintain a formal tree inventory identifying exact counts, species, or heights for every tree and palm in these nine work areas. To provide offerors a reasonable common basis for preparing a firm-fixed-price quotation, NPS provides the following best estimates of the relative tree and palm composition based on staff familiarity with the site and visual field observations. The estimates are approximate and may vary from actual field conditions. Percentages may not total 100 percent because of rounding, mixed vegetation, and the nature of visual estimates.

These estimates are provided solely to describe the general character and anticipated vegetation mix of each work area; they are not guaranteed quantities. The Contractor's ISA Certified Arborist remains responsible for determining the appropriate pruning methods, cuts, and extent of pruning necessary to meet this SOW and applicable ANSI standards.

Mapped Area Required Work

1 - Visitor Center Parking Lot Prune all trees and palms within the mapped area. Selectively prune lower branches and woody vegetation to improve sightlines and visitor views while maintaining natural form. No clearing, grubbing, or whole-plant removal is authorized as part of the base requirement.

2 - Maintenance Yard Prune all trees and palms. Perform crown raising/clearance pruning, crown thinning, deadwood removal, and light-fixture clearance as needed.

3 - VC Grounds Perform mangrove vista pruning to create or restore view windows. All mangrove work is subject to Section 13 and applicable mangrove-trimming requirements.

4 - Visitor Center/Grounds Prune all trees and palms. Perform crown raising/clearance pruning, crown thinning, deadwood removal, and building and sign clearance as needed.

5 - Boardwalk/VC Docks

Perform selective pruning of trees, palms, mangroves, and other woody vegetation along the water's edge on both sides of the walkway to improve water and ocean views. Reduce the existing overall vegetation height by approximately 25 percent, measured from the pre-work average height of each continuous treatment section. Pruning shall maintain the natural form of the vegetation and shall not include clearing, grubbing, or whole-plant removal. Mangrove trimming, where present, shall comply with Section 13.

6 - Maintenance and HQ Back Area

Prune all trees, palms, and mangroves. Perform crown raising/clearance pruning, crown thinning, building clearance, and pruning necessary to address vegetation encroachment at the Government property boundary. Do not prune vegetation outside Government property.

7 - HQ Docks Prune all trees, palms, and mangroves. Perform crown raising/clearance pruning, crown thinning, deadwood removal, and dock clearance as needed.

8 - HQ Parking Prune all trees and palms. Perform crown raising/clearance pruning, crown thinning, deadwood removal, and light-fixture clearance as needed.

9 - Housing Prune all trees and palms. Perform crown thinning, deadwood removal, and building clearance as needed.

8. DELIVERABLES AND COORDINATION

Before performance begins, the Contractor shall provide the following to the COR, unless the contract specifies a different recipient or submission method:

22. Pre-performance work plan and schedule. Submit a written narrative describing the sequence of work, planned work areas by day, staffing, major equipment, staging approach, pedestrian/traffic controls, debris removal approach, and anticipated completion date. This will serve as the Hazardous Tree Work Schedule.

23. Post-award planning meeting. Participate in a planning meeting with NPS no later than 72 hours after award, unless the COR schedules otherwise. The meeting may be held at Convoy Point or by conference call and may include a site walk-through. Essential Contractor personnel, including the individual(s) serving as superintendent/foreman and ISA Certified Arborist, shall participate.

24. Site-specific safety and accident prevention plan meeting the requirements of Section 10. Submit and obtain Government acceptance before on-site work begins.

25. Proof of required insurance and the name/certification information for the assigned ISA Certified Arborist before on-site work begins.

26. Final completion package. At completion, provide a concise record of areas completed, any unresolved conditions brought to the Government's attention, and representative completion photographs. Participate in a final walk-through with the COR if requested.

Invoices shall be submitted in accordance with the invoicing instructions and payment clauses in the contract. The COR may request supporting documentation needed to verify completed work and acceptance.

9. GOVERNMENT-FURNISHED PROPERTY, MATERIAL, EQUIPMENT, OR INFORMATION

None. The Government will provide access to the work areas and will identify approved staging locations and any known site restrictions during coordination with the Contractor.

10. SAFETY

27. Before on-site work begins, submit a site/project-specific written safety and accident prevention plan. At a minimum, the plan shall identify:

• Responsible superintendent/foreman and ISA Certified Arborist (which may be the same qualified individual);

• Site-specific emergency contacts, emergency response procedures, and nearest appropriate emergency medical response information;

• Work phases and associated hazards, including aerial work, climbing, chain-saw use, falling limbs, drop zones, rigging, traffic/pedestrian exposure, and work near structures or water, as applicable;

• Methods for protecting visitors, NPS employees, Contractor employees, vehicles, buildings, docks, utilities, and other property;

• Heavy-equipment, aerial-lift, chipper, chain-saw, rigging, and other equipment operating procedures, as applicable;

• Required personal protective equipment (PPE); and

• Any hazardous materials proposed for use, associated Safety Data Sheets (SDS), and storage/handling procedures.

28. Provide a safe workplace and comply with applicable OSHA, EPA, Federal, State, and local safety and health requirements, as well as applicable arboricultural safety standards.

29. Immediately stop or modify work when an unsafe condition exists. Promptly correct unsafe or unhealthful conditions identified by the Contracting Officer, COR, or NPS safety personnel.

30. Report accidents, injuries, property damage, near misses with significant potential, or environmental incidents to the COR as soon as practicable and to the Contracting Officer when required by the contract. Cooperate with Government investigations.

31. Allow announced and unannounced safety inspections by the COR and appropriate NPS safety personnel.

Government inspection does not relieve the Contractor of responsibility for safety.

11. SECURITY

No special security requirements are identified for this work beyond normal park access and coordination requirements. The Contractor shall comply with access controls applicable to restricted or staff-only areas and shall ensure personnel remain within authorized work and staging areas.

12. TRAVEL AND MOBILIZATION

The Contractor is responsible for all travel and mobilization expenses necessary to perform the work, including transportation of personnel, equipment, tools, materials, lodging, meals, and per diem. Such costs shall be included in the contract price unless the contract expressly provides otherwise.

13. SPECIAL MATERIAL AND ENVIRONMENTAL REQUIREMENTS

32. Chemical use is not anticipated. Do not apply herbicides, pesticides, growth regulators, fuels/chemicals for vegetation treatment, or other treatment chemicals unless specifically authorized in writing under the contract.

Provide SDS documentation before any approved chemical is brought on site.

33. Mangrove work shall comply with the Florida Mangrove Trimming and Preservation Act, sections 403.9321 through 403.9334, Florida Statutes, applicable Florida Department of Environmental Protection requirements, and applicable Miami-Dade County delegated requirements. The Contractor shall ensure mangrove trimming is supervised or performed by personnel who meet applicable professional mangrove trimmer qualifications.

The Government has completed the environmental compliance applicable to the tree and vegetation pruning contemplated by this SOW. Mangrove trimming, where present, shall nevertheless comply with all requirements of this Section and any site-specific limitations communicated by the COR.

34. Before cutting, inspect the immediate work area for active nests, eggs, roosting wildlife, injured wildlife, or other sensitive resources. If an active nest or protected wildlife concern is identified, stop work in the affected location, protect the area from disturbance, and notify the COR. Resume work in that location only after the COR provides clearance.

35. Prevent discharge of debris, fuel, hydraulic fluid, chemicals, or other pollutants into park waters or stormwater systems. Immediately contain and report any spill or release.

14. QUALITY CONTROL, INSPECTION, AND ACCEPTANCE

36. Maintain an effective quality-control process to ensure work complies with this SOW, ANSI A300 pruning requirements, accepted arboricultural practices, and the approved work plan.

37. The Government may inspect work at any time. Inspection does not relieve the Contractor of responsibility for complete and compliant performance.

38. Work will be considered acceptable when the specified pruning is complete; required deadwood, stub-cut corrections, and crossing/rubbing branch corrections are addressed; specified clearances and vista objectives are achieved; palms are pruned as required; no unauthorized vegetation removal or avoidable property/resource damage has occurred; and all Contractor-generated debris has been removed from Government property.

39. The Contractor shall correct nonconforming or incomplete work at no additional cost to the Government within the period of performance or other time authorized by the Contracting Officer. Government remedies for deficient performance are governed by the contract terms and applicable clauses.

40. Repair or replace, at no additional cost to the Government, any Government property damaged by the Contractor, subject to Government acceptance of the repair method and result.

15. PROJECT PERSONNEL

41. Superintendent/Foreman: Provide an on-site superintendent or foreman with authority to direct the Contractor's workforce, coordinate daily activities with the COR, and implement the approved safety and work plans.

42. ISA Certified Arborist: Provide an ISA Certified Arborist on site during all pruning/cutting operations. The arborist shall oversee pruning methods and cuts, confirm work is consistent with ANSI A300 and the SOW, and supervise mangrove trimming to the extent required by applicable law.

43. The ISA Certified Arborist may also serve as the superintendent/foreman provided the individual meets all qualification and performance requirements applicable to both positions and is on site as required during pruning and cutting operations.

44. The Contractor shall provide current certification information for the assigned ISA Certified Arborist before work begins and shall promptly notify the COR of any proposed personnel substitution.
