About this opportunity

The National Park Service Southeast Region is seeking a contractor to remove and dispose of approximately 700 square feet (40 cubic yards) of trash, debris, cabinets, furniture, and appliances from Quarters 1716 at Garden Key in Dry Tortugas National Park. The project requires specialized transportation by boat and involves comprehensive removal, sorting, and disposal of materials at licensed facilities. Contractors must submit a Technical Proposal, Contractor Safety Plan, and Debris Disposal Plan, with the government evaluating proposals based on best value, considering pricing, ability to perform services, completion time, and past performance. Key dates include a mandatory site visit on May 15, 2025, questions due by May 19, 2025, and quotes due by May 28, 2025. Potential bidders must have a valid Unique Entity ID and active System for Award Management (SAM.gov) registration, with technical and past performance deemed equally or more important than price.

The contract is a total small business set-aside under NAICS code 562111 (Solid Waste Collection) with a size standard of $47.0M. The period of performance runs from June 2, 2025, to November 26, 2025, with all work to be completed within 150 calendar days after contract award. The remote location requires contractors to use the National Park Service's Motor Vessel Fort Jefferson for initial transportation from Garden Key to Key West, with contractors responsible for final material disposal. The project site is located 70 miles offshore from Key West, Florida, presenting unique logistical challenges including weight restrictions on equipment (7 tons on the main bridge) and limited housing available at $45 per person per night. Contractors must adhere to strict safety and environmental compliance standards, coordinate with local authorities, and perform work during normal business hours (8:00 am to 5:00 pm, Monday through Friday).
