About this opportunity

This solicitation seeks proposals to provide scientific and engineering research and development expertise to support the Remote Sensing Division of the Naval Research Laboratory in developing and applying new and existing remote sensing techniques, including for astronomy. Offerors must have the capability to support tasks such as algorithm development, instrument design and operation, data analysis, modeling, and program reviews. Labor will be split 83% on-site at the Naval Research Laboratory facilities in Washington, D.C. and 17% off-site at the contractor's facilities. This request for proposals (RFP) is to acquire scientific and engineering R&D expertise to support the Remote Sensing Division's (RSD) development and application of new and existing techniques for remote sensing (including astronomy).
This amendment serves to:
1. update Attachment 2 - Personnel Qualifications 2. update Section H-6 paragraph (k) to correct the labor hours associated with the Research
Scientist labor category;
3. specify the number of past performance questionnaires in Section L-18;
4. clarify the ODC plug-in amounts in the table in Section L-19;
5. replace the Q&A peviously provided with a new Questions and Answers list; and
6. extend the response deadline to 5:00 PM November 22, 2019.
