Questions and Answers for Naval Research Laboratory

Solicitation No. N00173-19-R-AL01

Remote Sensing R&D Support

Question 1: Will the Government consider reducing the technical volume to 20 pages, past performance to 10 pages, and limiting past performance to three contracts?

Answer 1: No, the page numbers expressed in Section L-1 (page 58-59 of the RFP) are the MAXIMUM number of pages that will be reviewed, not the required minimum number of pages. Any pages past the expressed maximum will not be reviewed. There is no minimum number of pages required.

Question 2: Are email submissions permitted? If so, are we required to submit any other way (paper, 3-ring binders, DVDs/CDs)?

Answer 2: Yes, email submissions are permitted as stated on page 44 of the RFP. If a proposal is submitted via email, no other type of submission is required. Please note that e-mail attachment size is limited to 10MB total, so it is likely that offerors will need to submit proposals via multiple emails. Please be sure to adequately name/number your attachments and number your emails for ease of tracking.

Offerors submitting via email must request confirmation of receipt of proposal to ensure receipt before response deadline.

Question 3: Is a resume required for each LCAT identified in Attachment 2, Personnel Qualifications?

Answer 3: Resumes are required for Key Personnel only (Project Manager, Research Scientist-1, Research Scientist-2, Scientific Programmer).

Question 4: Can you confirm that the Key Personnel designation for the Project Manager is an indication that a LOC/LOI is required for this role and not for other roles?

Answer 4: Per Section M-2-2 of the RFP, a letter of commitment/intent is only required for Key Personnel. Key Personnel are listed as: Project Manager, Research Scientist-1, Research Scientist-2, and Scientific Programmer.

Question 5: RFP Section B provides a CLIN breakdown chart to be used to identify costs by CLIN. In which portion of Volume IV, Cost Proposal, does the government expect to see Section B included?

Answer 5: The CLIN breakdown chart can be included as a separate tab of the Cost Proposal excel worksheet, or as an attachment to the worksheet.

Question 6: Who is the incumbent for this opportunity?

Answer 6: Computational Physics Inc.

Question 7: What is the incumbent contract number for this opportunity?

Answer 7: N00173-16-C-2037

Question 8: Is there a limit on the number of past performance contracts that can be offered?

Answer 8: Please limit past performance contracts to 5.

Question 9: The RFP suggests that we should collect our own past performance questionnaires and submit the questionnaires with the proposal. Does the CO/COR expect to also see past performance responses from the past performance CO/COR independently of our submission?

Answer 9: Past performance responses may be submitted directly to the contract specialist or as part of your proposal submission.

Question 10: If a CTA participant is submitting cost estimates for personnel, and if the government requires cost detail by LCAT, can the CTA participant submit sealed bid information directly to the government, with only the fully burdened rate included in the proposal?

Answer 10: Yes, CTA participants shall submit bid information directly to the Government. Refer to NRL contract specialist contact information specified in the RFP

Question 11: Does the government expect that we will provide two each of the LCAT for Research Scientist at 1700 hours for each Research Scientist per year? Or is the expectation that we will provide two each of the LCAT for Research Scientist at 850 hours per year for a total of 1700 hours for the

LCAT?

Answer 11: The 1700 hour number is incorrect. The correct value is 2700 hours split between Research Scientist-1 (1800 hours) and Research Scientist-2 (900 hours). Please see Attachment 2- Personnel Qualifications for descriptions of these positions.

Question 12: The Cost/Price Workbook includes totals by year for travel and materials ODCs. Are these CLIN plug numbers that should be used to build out our cost estimate? If the travel cost is the expected cost, please provide a description of the travel that would result in this cost estimate

Answer 12: The provided CLIN plug-in numbers are for Materials and Travel ODC at $50,000 in Year 1 for Materials, $10,000 in Year 2 for Travel, with annual escalation. The travel estimate is based on a historical average of travel costs for similar work over the last three years, based on expert knowledge of anticipated programs and division budget projections. Travel may be required to attend meetings with NRL collaborators or sponsors, conferences, or to support field campaigns.

Question 13: Per the RFP, Section H-6 Level of Effort, the Level of Effort in the first paragraph is listed at 37,125 Hours. In H-6 (k), the hours are listed as follows:

• Project Manager (Key) - 225

• Research Scientists (Key) (2) - 1,700 (Assume that is 1,700 x2 or 3,400 hours)

• Scientific Programmer (Key) - 1,800

• Optical Engineer - 900

• Electronics Engineer - 450

• Computer/Software Engineer - 450

• Technician - 450

• Data Analyst - 450

When these labor categories and hours are multiplied by 5 years or 60 months, we get a total of 40,625 hours, exceeding the initial amount of hours in the first paragraph. Can the government clarify what labor categories reduce hours in the out years to get to the 37,125 hours estimated?

Answer 13: There is an error in the Labor Category/Hours table in Section H-6. The category Research Scientists (2) should be for a total of 2700 hours (not 1700 hours) split between two people.

Question 14: The Level of Effort in (k) does not reference the location of the labor categories being proposed. Per the SOW, there is a reference that 83% of the work will be performed at NRL, and 17% will be performed at contractor locations. Please clarify the locations of the labor categories and hours based on the percentages referenced above.

Answer 14: The 83/17 split is based on historical data. The attached table breaks out estimated off-site hours by Labor Category based on historical data and potential projects. This breakout is for estimating purposes only and may change based on project needs.

Question 15: Will the government extend the due date for this proposal to 11/15/2019 or two weeks from the responses to questions, whichever is later?

Answer 15: The Government will extend the response deadline to 11/22/2019.
