About this opportunity
The Federal Aviation Administration is conducting a market survey regarding Remote Monitoring and Maintenance Capability (RMMC) systems for Visual Guidance Lighting Systems (VGLS), with responses due by September 21, 2026. The FAA seeks industry information on non-development items and interface solutions that can connect PAPI, REIL, ALSF-2, and MALSR lighting systems to its Conversion Appliance Service System (CASS) for data transmission, rather than pursuing a formal procurement at this stage.
The FAA requires interface capability to transmit up to 30 data points per system, which may be analog or digital signals, from VGLS to CASS for delivery to the Remote Maintenance and Monitoring System (RMLS). Technical baseline documentation includes the RICI 6000 product specification sheet, which describes an FPGA-based signal processing platform with serial and Ethernet interfaces supporting multiple protocol conversions, and FAA-E-3007B, the performance specification for LED-based Precision Approach Path Indicator systems.
The survey targets NAICS 334519 (Other Measuring and Controlling Device Manufacturing). The FAA requests responses to four core questions: whether existing non-development items can serve as the VGLS-to-CASS interface; required development effort; innovative RMMC solution approaches; and rough order of magnitude cost estimates. Responses must be submitted on company letterhead with minimum 12-point font to Dwayne.Berry@faa.gov. This market survey will not result in contract award, the FAA will not reimburse response costs, and non-response does not affect future bid eligibility.
Notice text
The Federal Aviation Administration (FAA) is investigating potential Remote Monitoring and Maintenance Capability (RMMC) systems for PAPI, REIL, ALSF-2 and MALSR Visual Guidance Lighting Systems (VGLS). The FAA currently utilizes a Conversion Appliance Service System (CASS) to provide Time-Division Multiplexing (TDM) to Internet Protocol (IP) conversion, which will interface with RMLS as the final destination for data transmission. The RICI 6000 Product Sheet has been provided as an attachment to this Market Survey and can be referenced for further information on the CASS System.
The FAA is requesting information from industry regarding current technology that could function as an interface between the VGLS and the CASS for the transmission of RMMC data. The FAA would like to transmit up to 30 data points per system (PAPI, REIL, ALSF-2 and MALSR), which could be analog or digital signals. Specifically, the FAA would like the industry to help answer the following questions:
- Is there any non-development items that exist to interface with VGLS and CASS to transmit data?
- What is the level of effort required to develop an interface with the VGLS to transmit data?
- Are there any innovative solutions to provide RMMC to VGLS?
- What would the Rough Order of Magnitude (ROM) cost estimate be for implementing the proposed solution?
