About this file

This is a Market Survey Announcement issued by the Federal Aviation Administration (FAA) to gather industry information about Remote Monitoring and Maintenance Capability (RMMC) systems for Visual Guidance Lighting Systems (VGLS), specifically PAPI, REIL, ALSF-2, and MALSR lighting systems.

The FAA seeks to identify technology solutions that can interface between existing VGLS and a Conversion Appliance Service System (CASS) to transmit RMMC data. The capability must support monitoring system status and alarms, managing and controlling system configuration, performing fault detection and restoration, conducting trend analysis including predictive maintenance, and performing corrective and periodic maintenance. The FAA requires transmission of up to 30 data points per system, which may be analog or digital signals. The market survey requests industry responses to four key questions: whether non-development items exist to interface VGLS and CASS; the level of effort required to develop such an interface; whether innovative RMMC solutions exist for VGLS; and rough order of magnitude cost estimates for proposed solutions. The applicable NAICS code is 334519 (Other Measuring and Controlling Device Manufacturing). Responses must be submitted on company letterhead with minimum 12-point font, no later than 5:00 pm on September 21, 2026, to the Contracting Officer at Dwayne.Berry@faa.gov. No contract award will be made based on this survey, the FAA will not reimburse response costs, and failure to respond does not preclude participation in any future Request for Proposal.

MARKET SURVEY ANNOUNCEMENT

REMOTE MONITORING and MAINTENANCE CAPABILITY (RMMC)

1. Notice

This Market Survey is being issued in accordance with Federal Aviation Administration (FAA) AMS

Section T3.2.1.2 (b) as a Sources Sought Market Survey. Please be aware of the following:

(a) All vendors responding to this announcement are responsible for ensuring that documents submitted contain the appropriate proprietary marking;

(b) The Government does not intend to award a contract on the basis of this Market Survey;

(c) The FAA will not pay for any information received, or costs incurred, in preparing the response to the market survey;

(d) Your response to this survey will be treated as information ONLY. It shall not be used as a proposal;

(e) The FAA has the option of conducting one-on-one communications as deemed appropriate without the obligation to hold communications with all respondents;

(f) Respondent participation in any informational session is not a promise of future business with the FAA;

(g) Providing a response to this Market Survey neither qualifies respondents for, nor excludes respondents from, responding to the resulting SIR, if any; and

(h) This announcement is NOT A SCREENING INFORMATION REQUEST (SIR) OR

REQUEST FOR PROPOSAL (RFP) and should not be misconstrued as such. Further, the

FAA is not seeking nor accepting unsolicited proposals in response to this Market Survey.

This Markey Survey in no way represents a formal solicitation for proposals, quotations, or bids with the intent to form binding agreements based upon results. FAA may (or may not), at the agency’s sole discretion, conduct an Industry Day Event and issue a formal solicitation for this requirement at a later time. Within that vein, any descriptive requirements and information provided by FAA in this exchange are subject to change and shall in no way be treated as final or binding. Not responding to this market survey does not preclude participation in any future Request for Proposal (RFP) announcement by

FAA.

2. Introduction/Purpose

The Federal Aviation Administration (FAA) is investigating potential Remote Monitoring and

Maintenance Capability (RMMC) systems for PAPI, REIL, ALSF-2 and MALSR Visual Guidance

Lighting Systems (VGLS). The FAA currently utilizes a Conversion Appliance Service System

(CASS) to provide Time-Division Multiplexing (TDM) to Internet Protocol (IP) conversion, which will interface with RMLS as the final destination for data transmission. The RICI 6000 Product Sheet has been provided as an attachment to this Market Survey and can be referenced for further information on the CASS System.

The RMMC Joint Order JO 6000.53E defines the requirements for providing RMMC as well as the roles and responsibilities for developing, implementing and integrating the RMMC interfaces for

National Airspace System (NAS) systems and services.

The FAA will need the capability to perform one or more of the following monitor and/or control functions from a remote location.

a. Monitor system status and alarms

b. Manage and control system configuration

c. Perform fault detection, isolation and restoration

d. Conduct trend analysis of system performance (including predictive maintenance and RCM)

e. Perform corrective and periodic maintenance

The FAA is requesting information from industry regarding current technology that could function as an interface between the VGLS and the CASS for the transmission of RMMC data. The FAA would like to transmit up to 30 data points per system (PAPI, REIL, ALSF-2 and MALSR), which could be analog or digital signals. Specifically, the FAA would like the industry to help answer the following questions:

1. Is there any non-development items that exist to interface with VGLS and CASS to transmit data?

2. What is the level of effort required to develop an interface with the VGLS to transmit data?

3. Are there any innovative solutions to provide RMMC to VGLS?

4. What would the Rough Order of Magnitude (ROM) cost estimate be for implementing the proposed solution?

3. Nature of Competition

A procurement strategy has not been determined at this time. The procurement method will be determined based on a future market survey. Failure to respond to this Specification Review will not result in exclusion from the resulting solicitation.

All interested parties are advised that the FAA will NOT pay for any information or any administrative costs incurred that are associated with any response received from industry in response to the request for comments. Therefore, any costs associated with and submissions from an interested party will be solely at the interested party's expense. Failure to respond to this request will not result in exclusion from any future competition.

4. North American Industry Classification System (NAICS) Code

The North American Industry Classification System (NAICS) code for this requirement is 334519

(Other Measuring and Controlling Device Manufacturing). If other NAICS codes are believed to be appropriate, industry responses should identify and explain why the additional NAICS codes should be considered under this market survey.

5. Submittal Requirements for Market Survey

All responses (one per company) must include a transmittal letter on company letterhead.

Respondents may not use a font size smaller than 12.

6. Delivery of Submittals

All responses to this Market Survey should be received, no later than, 5:00 pm on September 21, 2026 and emailed to the Contracting Officer, Dwayne.Berry@faa.gov. For questions on this market survey, please contact Dwayne.Berry@faa.gov.
