About this opportunity
The USDA Agricultural Marketing Service is procuring relocation and installation services for mechanical equipment at a cotton classing facility in Abilene, Texas. The project involves moving existing air compressors, air dryers, storage tanks, and central vacuum units from exterior locations into a single mechanical room, while also installing a newly purchased air compressor and dryer system. Contractors must disconnect and reconnect all electrical and plumbing services, ensure proper equipment placement, test connections for leaks, and provide detailed cost breakdowns for all work performed. The contract will be evaluated based on technical capability (specifically experience with HVAC equipment installation), price reasonableness, price realism, and past performance, with award going to the responsible quoter whose proposal is most advantageous considering price and other factors. A mandatory site visit was held on August 14, 2025, at 9 a.m. CT, with proposals due by August 27, 2025.
This opportunity is set aside exclusively for small business concerns under NAICS code 238220 (Plumbing, Heating and Air Conditioning Contractors) with a size standard of $19 million in annual receipts. No incumbent contractors are identified in the solicitation documents, though the site visit attendance sheet indicates multiple companies participated in the pre-proposal conference including Conversion Mechanical, ADG Concepts, and Accurate Air Solutions. The estimated project value ranges between $25,000 and $100,000, with the contract to be awarded on a firm-fixed price basis. The successful contractor will have 30 calendar days after receiving notice to proceed to complete all work at the facility located at 24 Windmill Circle, Abilene, TX 79606. The project aims to improve equipment longevity by protecting mechanical systems from weather exposure while consolidating noisy equipment away from worker areas to enhance the operational efficiency of the cotton classification process.

Update #2 · Latest ·
The USDA-Agricultural and Marketing Service project is to move and install equipment at a cotton classing facility in Abilene, Texas.
Background:
Air compressors and dryers are integral parts of the mechanical system used to measure and classify cotton samples. A new air compressor was purchased and requires installation. The old air compressor will be retained as a backup for redundancy purposes. The current location of the old air compressor exposes it to external weather conditions that are detrimental to the life of the equipment. All air compressor and dryer equipment needs to be moved into the mechanical room. Additionally, there are two central vacuum units that remove cotton dust and debris that are created in the cotton classification process. The vacuum units are currently located in two separate areas and need to be consolidated into the mechanical room.
The NAICS code is 238220 – Plumbing, Heating and Air Conditioning Contractors, with a small business size standard of $19 million. The estimated magnitude of the project is between $25,000 and $100,000. The project is set aside for small business concerns only.
