About this file

The document is a Statement of Work (SOW) for relocating and installing equipment at the USDA Agricultural Marketing Service's Cotton Classing Office in Abilene, Texas. The project involves moving existing equipment (an Ingersoll Rand air compressor, MICROPOR air dryer, two TERAL central vacuum units, and a NAT'L air tank) from exterior and separate locations into a single mechanical room, and installing a new KAISHAN air compressor and BEKO USA air dryer. The contractor is required to disconnect and reconnect all electrical and plumbing services, ensure proper equipment placement, test connections for leaks, and provide a detailed list of items and associated costs.

The federal contract opportunity (Solicitation 12639525Q0177) is set aside for small businesses in the NAICS code 238220 (Plumbing, Heating and Air Conditioning Contractors) with a size standard of $19 million. The estimated project value ranges between $25,000 and $100,000. The project is critical for maintaining the cotton classification mechanical system, improving equipment longevity by protecting it from external weather conditions, and consolidating noisy equipment away from worker areas. Questions about the solicitation should be directed to Jim Roloff, the contracting officer, at james.g.roloff@usda.gov.

Attachment 1, 12639525Q0177 Statement of Work Relocation of Existing Equipment and Installation of New Air Compressor and Dryer

Location:

USDA, Agricultural Marketing Service (AMS), Abilene Cotton Classing Office, 24 Windmill Circle, Abilene, TX

Background:

The air compressor is an integral part of the mechanical system used to measure and classify cotton samples. The system does not operate without the air compressor. A new air compressor was purchased and requires installation. The old air compressor will be retained as a backup for redundancy purposes. The current location of the old air compressor exposes it to external weather conditions that are detrimental to the life of the equipment. Each air compressor requires a dryer to operate properly. All air compressor and dryer equipment need to be moved into the mechanical room as is the standard for all cotton classing facilities. Additionally, there are two central vacuum units for the removal of cotton dust and debris that are created in the cotton classification process. The vacuum units are currently located in two separate areas and need to be consolidated into the mechanical room as is the standard for all cotton classing facilities. See floor plan at attachment 2.

The central vacuum equipment is essential for fire and workplace safety. The relocation of the system is vital to consolidate equipment for maintenance purposes, and as the system creates a noisy environment, it needs to be removed from areas occupied by workers on a regular basis.
