About this opportunity
The U.S. Army Corps of Engineers, Omaha District, sought design-build construction of facilities and infrastructure for the Relay Ground Station South (RGS-S) at Schriever Space Force Base, Colorado Springs, Colorado, with proposals originally due June 18, 2026; the deadline was extended to July 20, 2026 at 12:00 PM Mountain Time via Amendment 0003. Award was made to Peraton Inc. on September 28, 2026, for $24,841,178.50.
The procurement was unrestricted, open to large and small business, with NAICS 237130 (Power and Communication Line and Related Structures Construction) and $45 million small business size standard. Place of performance is Schriever Space Force Base, Colorado, within a restricted military area. The project required design, procurement, installation, and commissioning of concrete pads, antenna pedestal foundations, radome ringwalls, site utilities, backup generators, fuel tanks, pathways, cabling, and shelters. The contract is firm-fixed-price with a 420 calendar-day period of performance from Notice to Proceed (target, not requirement per Amendment 0003), and liquidated damages of $1,490 per calendar day assessed for missed completion.
Evaluation followed Best Value methodology under FAR Part 15 without discussions (except clarifications). Factors in descending order of importance: Factor 1 – Summary Schedule (420 calendar-day target); Factor 2 – Technical Proposal (Technical Approach, Organizational Approach, Key Personnel, Risk Assessment); Factor 3 – Past Performance; Factor 4 – Small Business Participation Plan (20% minimum goal); Factor 5 – Price. All non-price factors combined are approximately equal to price. Key personnel requirements: Project Manager (10+ years), Quality Control Manager (5+ years, 2+ as QC Manager), General Superintendent (10+ years), and Design Manager (10+ years registered design experience). Past performance projects must be substantially complete within five years or completed within seven years.
Specifications and drawings contain Controlled Unclassified Information (CUI) restricted per 23 CFR 2002 and Presidential Directive 21; access required registration in SAM.gov and PIEE with Tier 1 background check for restricted area access. Offerors needed CMMC Level 2 (Self) or higher certification for information systems processing CUI. Performance and payment bonds were required equal to total proposed price. Four amendments issued: 0001 (extended deadline, revised Davis-Bacon wage determination), 0002 and 0003 (revised specifications, drawings, evaluation criteria), and 0004 (Factor 1 clarification). A mandatory organized site visit occurred May 28, 2026.
