About this opportunity

Naval Facilities Engineering Command seeks rehabilitation of an oil water separator (OWS 4790) at Marine Corps Air Station Cherry Point, North Carolina, with proposals due June 10, 2026 at 1:00 PM local time. This procurement is restricted to M&R MACC contractors; only the four pre-selected contractors listed on the RFP cover letter—T.E. Davis Construction Company, Joyce & Associates Construction Inc., Olympic Enterprises Inc., and Quadrant Construction—may submit proposals.

Place of performance is MCAS Cherry Point, NC. Work must be completed within 120 calendar days after award. The scope involves barricading the work area, performing a total waste analysis, removing sediment buildup, and replacing coalescing plate filter media with new like-and-kind units. The contractor must dispose of all old equipment and debris off-base and return the site to original condition. Per Amendment 0001 (issued May 29), only filter media requires replacement, not fiberglass brackets or seals; the contractor's Technical Representative performs the total waste analysis and determines the appropriate disposal site.

Contractor personnel must obtain base access through DBIDS or One-Day Passes and comply with security and safety requirements. Standard working hours are 7:00 AM to 3:30 PM Monday through Friday, excluding government holidays; work outside regular hours requires approval. A mandatory site visit is scheduled for May 26 at 10:00 AM at FEAD Cherry Point, Building 87. Pre-proposal inquiries are due June 3 at 10:00 AM. Bond requirements are tiered: no bonds for proposals under $35,000; payment bond only for $35,000–$150,000; bid, payment, and performance bonds for proposals exceeding $150,000. Award will be made on a lowest-price basis without discussions. Prevailing wage applies. The NAICS code is 236220, Commercial and Institutional Building Construction. The point of contact is Evan C. Dumke at (252) 466-2994.
