About this opportunity

The Department of Homeland Security Office of Procurement Operations seeks to lease one reserved parking space for a government vehicle at a covered or underground facility in Oakland, California, with quotations due August 25, 2026 at 3:00 PM Eastern Standard Time and questions due August 20 at 3:00 PM Eastern Standard Time. This is an unrestricted RFQ with no set-aside.

Place of performance is Oakland, CA 94612, specifically within 2,200 feet of 1301 Clay Street, Suite 3655 (CISA Region 9 office). The parking facility must be covered or underground, provide 24/7 access including holidays, and accommodate vehicles up to full-size truck or SUV size. An attendant must be available at the entrance or via call button during 7:00 A.M. to 7:00 P.M., Monday through Friday, excluding Federal Government Holidays; all other times require automated access control. Permit holders must be able to self-park, lock, and retrieve vehicles without surrendering keys. Multi-level facilities must include elevator access from parking levels to the entrance level. The contractor must provide either electronic access card technology or hang-tag permit systems (monthly, bi-annual, or annual options).

The contractor must own or maintain direct legal authority to lease the parking space throughout the entire period of performance; subletting, assignment, brokering, or transfer without prior written Contracting Officer approval is prohibited. The contract includes a 12-month base period (September 15, 2026 through September 14, 2027) with four optional 12-month renewal periods extending through September 14, 2031. NAICS code is 812930 (Parking Lots and Garages); PSC is X1LZ. Evaluation weighs Parking Garage Access and Space Requirements (Factor 1) and Parking Location (Factor 2) equally and more heavily than Price (Factor 3) when combined. Quoters must submit documentation proving ownership or legal control; quotes from brokers, resellers, agents, or intermediaries without direct ownership or control are not acceptable. Amendment 0001, issued August 20, provides government responses to questions received; there is no current incumbent, though Life Safety Group previously provided similar services.
