About this file
This is a Questions and Answers amendment document (Amendment 0001) for RFQ 70RCSJ26Q00000091 issued by the Department of Homeland Security Office of Procurement Operations for parking services in Oakland, California. The amendment clarifies key details regarding submission procedures and project history. Prospective vendors should download documents from SAM.gov and follow quote submission instructions provided therein; vendors should not add their entity to an interested vendors list, as this is a competitive RFQ requesting quotes rather than expressions of interest. The Q&A confirms this is not a recompete situation—there is no current incumbent—though similar parking services were previously provided by Life Safety Group.
The underlying requirement is for one reserved parking space for a government-leased vehicle (up to full-size truck or SUV) at a covered or underground facility within 2,200 feet of 1301 Clay Street, Suite 3655, Oakland, CA 94612. The facility must provide 24/7 access including holidays, allow self-parking without key surrender, include elevator access if multi-level, and offer either electronic access card or hang-tag permit systems (monthly, bi-annual, or annual options). An attendant must be available at the entrance or via call during 7:00 A.M. to 7:00 P.M., Monday through Friday, excluding Federal Government Holidays. Contractors must own or have direct legal authority to lease the parking spaces and cannot subcontract, sublease, or transfer performance without prior written Contracting Officer approval.

RFQ 70RCSJ26Q00000091 Amendment 0001 – Questions & Answers
1. This is the first time I’m using SAM to download documents, is this the RFQ? Should I add our entity to interested vendors list?
Documents in SAM.gov under subject RFQ provide QUOTE submission instructions. Utilize and follow document instructions to provide required quote information by close date.
No, do not add your entity to the interested vendors list, this is a RFQ not an RFI, requesting Quotes, not interested vendor information.
2. Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.
No current incumbent. Yes, similar services provided previously by Life Safety Group.
