About this opportunity

The U.S. Department of Agriculture Forest Service is seeking multiple contractors for an Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract to provide prescribed fire and support services across 12 National Forests in Region 4's Intermountain Region. The solicitation covers comprehensive wildland fire management activities including prescribed burning, fire preparation, vegetation management, and support services using various crew modules and specialized equipment. Contractors must have qualified personnel with current wildland fire certifications and the ability to provide 5-20 person fire modules, engines, water/fuel tenders, dozers, excavators, and other specialized firefighting resources. The government will evaluate proposals based on technical approach, past performance, and price, with non-price factors being significantly more important than price. Proposals are due by May 14, 2025, with the solicitation posted on April 14, 2025, and the contract anticipated to span from May 2025 through April 2028.

The contract is set aside for small businesses, with a recently amended North American Industry Classification System (NAICS) size standard increased from $11.5 million to $34.0 million. The procurement has a cumulative ceiling of $7,500,000, with individual task order limits ranging from $2,500 to $500,000. The government plans to award contracts to at least 20 qualified offerors, with each contractor's performance period limited to 180 days per fiscal year. Services will be performed across multiple National Forests in Idaho, including Ashley, Boise, Bridger-Teton, Caribou-Targhee, Dixie, Fishlake, Humboldt-Toiyabe, Manti-La Sal, Payette, Salmon-Challis, Sawtooth, and Uinta-Wasatch-Cache. The contract is structured as a firm-fixed price arrangement, with pricing tiers based on work hours and contingency rates, designed to provide flexible resource allocation for wildland fire management and prescribed burning operations.
