About this opportunity
The U.S. Army Contracting Command - New Jersey is seeking refuse collection and recycling services for two Army Reserve Centers located in Abingdon and Marion, Virginia. This Request for Information (RFI) is designed to gather market research and vendor capabilities for a potential future solicitation under NAICS code 562111 "Solid Waste Collection" with a $47 million size standard. The RFI requires potential vendors to submit detailed information including their most appropriate NAICS code, capability statements, past performance, subcontracting plans, and organizational details. Responses must be submitted via email to Contract Specialist Nancy M. Zeng by March 7, 2025, with vendors addressing specific questions about their organizational capacity and experience. The evaluation will focus on vendors' ability to provide comprehensive waste management services, including weekly dumpster services and annual roll-off container collections for wood and metal waste.
The contract is not set aside for any specific small business category, making it open to all qualified vendors. The incumbent contractor is NEIE, Inc., whose current contract (No. W15QKN-19-P-1042) expires on February 27, 2025. The anticipated contract structure includes a 12-month base year with four additional 12-month option years, to be executed as a firm-fixed-price agreement. Services will be performed Monday through Friday between 8:00 AM and 4:30 PM, excluding federal holidays, and will require contractors to maintain equipment, ensure proper waste disposal, and comply with environmental regulations. Contractors must also complete specific training requirements, including Antiterrorism Level 1 and Operations Security (OPSEC) training. While specific budget details are not explicitly stated, the large NAICS size standard suggests significant potential contract value for the selected vendor.
