About this opportunity
The Defense Advanced Research Projects Agency seeks proposals through its Reefense program to develop self-healing hybrid biological and engineered reef structures to mitigate coastal flooding, erosion and storm damage. Proposals are due by April 28, 2021 and must address substrate design and structure, ecosystem engineering, and adaptive biology of corals and oysters. Proposals will be evaluated based on technical merit, management approach, and cost. The program involves three phases over 150 months to develop reef structures that mitigate coastal flooding and erosion through 90% wave attenuation.
The solicitation does not include any set-aside designations. Relevant NAICS codes may include 541715 for research and development in the physical, engineering, and life sciences and 541712 for research and development in biotechnology. The total program budget was not specified but proposals should include detailed costs by phase. Phase 1 will include wave tank testing of structural designs to demonstrate 70% wave attenuation by month 18, with later phases deploying reef structures of up to 100 total meters in length.
Notice text
Reefense seeks to develop self-healing, hybrid biological and engineered reef-mimicking structures to mitigate the coastal flooding, erosion and storm damage that increasingly threaten civilian and DoD infrastructure and personnel. Under Reefense, custom wave-attenuating base structures will promote calcareous reef organism (coral or oyster) settlement and growth, which will enable the system to self-heal and keep pace with sea level rise over time. A system will be put in place that will also attract non-reef building organisms necessary to help maintain a healthy, growing system. Finally, adaptive biology (other than genetically modified organisms) will enable improved coral and oyster resilience against disease and temperature stress, to ensure compatibility with a changing environment.
