About this file
This amendment to the Reefense Broad Agency Announcement extends proposal deadlines and updates test site locations. The amendment extends the proposal abstract deadline to March 8, 2021 and the full proposal deadline to April 28, 2021. It identifies three evaluation sites for proposed approaches: the U.S. Gulf Coast for oyster reefs; the Florida/U.S. Caribbean region or a U.S. Pacific island for coral reefs. Proposals must choose either an oyster or coral approach for one of these locations. The amendment updates proposal requirements to include information on technologies, current limitations, innovation comparisons, technical challenges, cost comparisons, and field testing timelines. It also revises statement of work requirements to include separate task definitions for each technical area and phase, and to designate a primary and optional secondary site for proposals addressing both coral locations.

The purpose of Amendment 1 to HR001121S0012, the Reefense Broad Agency Announcement, is to extend the proposal abstract and full proposal deadlines and update the test site locations. Changes are highlighted below.
PART I: OVERVIEW INFORMATION is revised as follows:
Dates o Posting Date: January 4, 2021 o Proposal Abstract Due Date and Time: March 8, 2021, 4:00 PM ET o Full Proposal Due Date and Time: April 28, 2021, 4:00 PM ET o BAA Closing Date: April 28, 2021 o Proposers’ Day: January 22, 2021
Section 1.1.1 is revised as follows:
1.1.1 Organisms and Environments
Proposers are expected to select from one of three environment/organism combinations for their envisioned Reefense efforts. Test sites where performance will be evaluated are envisioned to be along the U.S. Gulf Coast for oyster approaches; or, for coral approaches, proposers may choose between either an approach compatible with the Florida/U.S. Caribbean region, or one compatible with a U.S. Pacific island. However, the exact site locations will be chosen by the Government team and evaluated for reef slope, proximity to shore, depth, and other parameters that will be provided to teams during Phase 1. The three evaluation sites, with their respective organisms, are:
1. U.S. Gulf Coast (oyster reef approaches)
2. Coral Site A: Florida/U.S. Caribbean region (coral reef approaches)
3. Coral Site B: U.S. Pacific island (coral reef approaches)
Early stage field-testing by performers can occur in additional geographies as well as the above evaluation sites, but end of phase evaluation must be held in one of the three geographies listed above.
All proposals must choose between either an oyster or coral approach. For teams selecting a coral approach, proposers have the option of selecting either Coral Site A (Florida/Caribbean region evaluations) or Coral Site B (U.S. Pacific island evaluations), or both. If selecting both coral sites, the proposal must designate one site as their primary approach, and the second site as a separately priced option, with distinctly enumerated tasks specific to each site. To be considered for both coral sites, a proposal must demonstrate that the additional scope of work will satisfy the metrics for that optional site, taking into consideration all environmental, bathymetric, permitting, and biological differences anticipated to be grossly distinct between the two coral sites.
Sections 4.2.1 (Proposal Abstract Goals and Impact) and 4.2.2 (Full Proposal Executive Summary) are revised as follows:
1. What calcareous organism/environment(s) is/are being chosen to accomplish the proposed work? Why?
2. What are the biggest enabling technologies of TA1, TA2, and TA3?
3. How is it done today? And what are the limitations?
4. What is innovative in your approach and how does it compare to the current state-of-the-art (SOA):
TA1: Structural TA2: Ecosystem Engineering TA3: Adaptive biology
5. What are the key technical challenges in your approach and how do you plan to mitigate these risks?
6. How do the estimated costs for procurement, fabrication, and installation of your TA1 materials compare to the state of the art?
7. List your timeline for field deployments for all TAs. Priority will be given to teams with accelerated and/or frequent developmental testing in the field.
Section 4.2.2 (Statement of Work) is revised as follows:
A. Statement of Work (SOW) NOT INCLUDED IN PAGE COUNT: The SOW should provide a detailed task breakdown, citing specific tasks for each Technical Area, and their connection to the milestones and program metrics. Each phase of the program should be separately defined. The SOW must not include proprietary information. It is encouraged, though not required, to use the SOW template provided as Attachment 3. The SOW should be provided as a separate document and is not included in the Volume 1 page count.
For each task/subtask, provide:
A detailed description of the approach to be taken to accomplish each defined task/subtask.
Identification of the primary organization responsible for task execution (prime contractor, subcontractor(s), consultant(s), by name).
A measurable milestone, i.e., a deliverable, demonstration, or other event/activity that marks task completion. Include completion dates for all milestones. Include quantitative metrics.
A definition of all deliverables (e.g., data, reports, software) to be provided to the Government in support of the proposed tasks/subtasks. Please include a table of deliverables and due dates.
It is recommended that the SOW be developed so that each Technical Area and Phase of the program is separately defined. If selecting both coral sites, please designate a primary site as the base and the secondary site as an option, with distinct task numbering and associated cost for the option.
