About this opportunity
The Federal Aviation Administration is conducting a market survey to identify potential vendors capable of supporting the Reduced Vertical Separation Minima (RVSM) for Future Air Navigation Systems (FANS) program. This initiative seeks contractors to provide critical support for oceanic air traffic coordination in regions including the South Pacific, North and Central Pacific, and North Atlantic through the FANS Central Reporting Agency and North Atlantic Data Link Monitoring Agency. Contractors must demonstrate capabilities in problem resolution, system performance assurance, and operational planning and testing for regional coordination groups such as ISPACG, IPACG, and North Atlantic meetings. Vendors are required to submit a six-page capability statement detailing their services and relevant government and industry experience, along with a completed Business Declaration Form. The submission deadline is 12:00 p.m. EDT on August 27, 2025, and all responses must be sent to chontice.boykin@faa.gov.
This procurement does not utilize any set-aside designation and will operate under NAICS code 541990 with a size standard of $19,500,000. Boeing Co. currently serves as the incumbent contractor under Contract #693KA7-21-C-00010. The contemplated contract structure includes a one-year base period followed by four one-year option periods, creating a potential five-year total contract duration. The scope of work includes implementing a corrective action system to address up to 132 problem reports in the base year and 175 problem reports in each optional year. The FAA has not yet determined the final acquisition strategy but is considering options including inter-governmental resources, unrestricted competition, or potential small business set-aside approaches. Contractors must possess specialized equipment including avionics test benches, flight deck engineering simulators, and air traffic service provider ground system simulators to fulfill the technical requirements.
