About this opportunity
The Bureau of Land Management (BLM), under the Department of the Interior, is conducting market research to assess industry capability and interest for a gradient boundary survey along the Red River between Texas and Oklahoma, consistent with the Supreme Court decision in Oklahoma v. Texas. The BLM is seeking qualified surveying firms to submit responses to a Market Research Questionnaire to help inform the Government's acquisition strategy for a potential single-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract. Key qualifications of interest include demonstrated capability to perform boundary surveys consistent with the Supreme Court-defined gradient boundary, employment of a Certified Federal Surveyor registered in both Texas and Oklahoma, and relevant experience with federal cadastral boundary surveys and riparian boundary surveys. The Government is primarily interested in respondents' demonstrated capability and understanding of performing the specialized gradient boundary survey work. The response deadline has been extended to April 9, 2026, at 5:00 PM Mountain Time, with responses limited to 10 pages maximum and directed to Contracting Officer Matt Gilger at matthew_gilger@ios.doi.gov. This notice is for market research purposes only and does not constitute a formal solicitation.
No set-aside designations have been applied to this procurement, and there are no identified current contractors or incumbents. The estimated contract ceiling is $25,000,000 with an anticipated ordering period of five years, under NAICS Code 541370 (Surveying and Mapping Services) and PSC Code R404 (Support-Professional: Land Surveys-Cadastral). The small business size standard for this classification is $19.0 million in annual revenue. Interested firms should be prepared to address their capacity to perform as a prime contractor or through teaming arrangements and provide a small business feasibility assessment if applicable. Responses are voluntary and submitted at no cost to the responding firms, with all information collected used solely to assess industry capability, small business participation, and to develop the Government's acquisition strategy.
