About this file
This is a Market Research Questionnaire issued by the Bureau of Land Management (BLM) to assess industry capability and interest for a potential surveying contract involving a gradient boundary survey along the Red River between Texas and Oklahoma, consistent with the Supreme Court decision in Oklahoma v. Texas (261 U.S. 340, 1923). The BLM is considering a single-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract with an estimated ceiling price of $25 million over a 5-year ordering period. The work will involve surveying and locating portions of the interstate boundary between Texas and Oklahoma along the Red River of the South, with specific survey tasks issued through individual task orders under the IDIQ contract. The anticipated classification is NAICS Code 541370 (Surveying and Mapping Services), PSC Code R404 (Professional Land Surveys-Cadastral), with a small business size standard of $19 million.
The questionnaire requests information on firm qualifications, including business size and socioeconomic status, employment of a Certified Federal Surveyor registered in both Texas and Oklahoma, capability to perform gradient boundary surveys under the Supreme Court decision, relevant experience with federal cadastral boundary surveys and riparian boundary surveys, capacity to perform as prime or with teaming, and small business feasibility. Interested firms must submit completed questionnaires by April 9, 2026, at 5:00 p.m. Mountain Time to Contracting Officer Matt Gilger at matthew_gilger@ios.doi.gov. Responses are limited to 10 pages and are voluntary for market research purposes only; this notice does not constitute a solicitation, and the Government will not reimburse response costs.
