About this file
This is a Market Research Questionnaire issued by the Bureau of Land Management (BLM) under the Department of the Interior for a potential federal contracting opportunity. The BLM is seeking industry capability and interest information for a gradient boundary survey along the Red River between Texas and Oklahoma, consistent with the Supreme Court decision in Oklahoma v. Texas (261 U.S. 340, 1923). The Government is considering a single-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract with an estimated ceiling of $25 million over a 5-year ordering period, with specific survey tasks to be issued through individual task orders. The work is classified under NAICS Code 541370 (Surveying and Mapping Services), with a small business size standard of $19 million, and PSC Code R404 (Support-Professional: Land Surveys-Cadastral).
The questionnaire requests respondents to provide general company information, business size and socioeconomic status, licensing and certifications (specifically inquiring about Certified Federal Surveyors licensed in Texas and Oklahoma), core capability to perform gradient boundary surveys, relevant experience with federal cadastral boundary surveys and riparian boundaries, capacity to perform as prime contractor or through teaming, small business feasibility assessment, interest in competing for the IDIQ, and recommendations regarding scope, schedule, or structure. Responses are voluntary and limited to 10 pages maximum, including the completed questionnaire. The deadline for submission is April 2, 2026, by 5:00 PM Mountain Time, with responses directed to Matt Gilger, Contracting Officer at matthew_gilger@ios.doi.gov. This notice is for market research purposes only and does not constitute a formal solicitation.
