The solicitation (FA8601-25-R-0013) requires contractors to supply multiple types of containers, including 8 cubic yard standard duty slant and flat front load containers, and 30 cubic yard standard duty rectangular and bathtub roll-off containers. Proposals must be submitted electronically by 10:00 AM Eastern on April 3, 2025, to amanda.cafarella@us.af.mil and edward.huchison@us.af.mil. The government will evaluate proposals based on technical capability, with an "Acceptable" rating required, and will select the lowest total evaluated price. Contractors must demonstrate technical capability through specification sheets, prior experience, and relevant documentation, and the government reserves the right to award without discussions or make no award at all.
This solicitation is a small business set-aside under NAICS code 332439 with a size standard of 600 employees. The Blanket Purchase Agreement (BPA) has a master dollar limit of $499,000, with authorized single call limits of $25,000. Contractors must deliver containers within 90 days of request and submit monthly spend reports by the 10th of each month. The place of performance is Wright Patterson Air Force Base in Ohio, where the base currently maintains over 500 containers that require periodic replacement. The period of performance spans from April 1, 2025, through March 30, 2030, with estimated annual quantities ranging from 1-20 units per container type. Contractors will be expected to coordinate with base personnel, follow state traffic laws, and provide 72-hour notice before impeding traffic, with work primarily conducted Monday through Friday during daylight hours.
