About this file
This document is a Questions and Answers (Q&A) file for a Recycling Containers federal contract opportunity, updated on 1 April 2025. The Q&A addresses critical procurement details including container specifications, technical capability requirements, and contract terms. Key clarifications include: the BPA Master Dollar Limit of $499,000 is an estimate and will not automatically reject higher bids, vendors must submit a Technical Capability document demonstrating their ability to meet requirements, and container specifications must strictly adhere to the Statement of Work (SOW) for 8 Cubic Yard Standard Duty Slant and Flat Front Load Containers.
Additional important details cover logistical and payment considerations. The government will notify the equipment shop to potentially assist with container unloading during delivery, and payment terms specify the government will pay within 30 days of invoicing after delivery. The contract requires container delivery within 90 days of order placement, with the understanding that only the number of containers needed at a specific time will be ordered under the Blanket Purchase Agreement (BPA), not the entire estimated quantity. The solicitation is a small business set-aside with NAICS Code 332439, issued by the Department of the Air Force Materiel Command Lifecycle Management Center at Wright Patterson Air Force Base.

Recycling Containers - Questions and Answers Updated 1 April 2025
Question:
Will a bid surpassing the stated BPA Master Dollar Limit: $499,000.00, be rejected?
Government Response: No, a bid surpassing the stated BPA Master Dollar Limit will not be rejected. The $499,000.00 was just an estimate.
Question: Is a Technical Capability document needed in the quote package?
Government Response: Yes, the offeror must show how they are technically capable of meeting the requirement. Submittal should include but is not limited to spec sheet, prior experience for providing these types of containers etc.
Question: Container Specifications:
The solicitation specifies the need for 8 Cubic Yard Standard Duty Slant Front Load Containers and 8 Cubic Yard Standard Duty Flat Front Load Containers, with detailed material requirements (10GA floor, 12GA walls, etc.) and the standard configuration.
The vendor quotes offer 8CY Front Load Slant Containers and 8CY High Front Load Containers, both with plastic side doors and certain variations in design, such as higher side walls and different materials. The "High Front" version is not mentioned in the solicitation.
Government Response: Please adhere to the standard duty slant front load containers as specified in SOW.
Question: Shipping and Unloading:The solicitation specifies that the contractor is responsible for unloading and placement of the containers. Is unloading and placement of the containers something that we must manage ourselves, or will the base assist with unloading, or would we need to hire a third-party service to handle this?
Government Response: On the day of delivery the equipment shop will be notified to be available in the event that assistance is needed to offload the containers.
Question: Payment Terms:
The solicitation does not specify any payment terms. The vendor quotes require a 100% deposit within 5 business days of the signed purchase order. Could you confirm if the 100% deposit requirement stated in the vendor quotes aligns with the payment terms expected in the solicitation, or if there is a different payment structure we should follow?
Government Response: Per the pay instructions in the solicitation, The Government will pay within 30 days of receipt of invoicing after delivery.
Question: You have two roll-off containers on the list of containers you are looking for and there is no specified understructure listed for them. Can you please provide that to me so I can bid this out as accurately as possible. If you don’t know what that is I have attached a file that has some options on here and there is some measurements that will help you identify what is needed.
Government Response: Specs should be 6” x 2” rectangular tubing for the main rails and a 4” x 4-1/2” rail roller. The containers must be compatible with cable hoist trucks.
Question: “The Contractor shall furnish all labor, materials, equipment, and supplies necessary to complete the requirements of this PWS within 90 days. All costs incurred in completion of this PWS will be borne by the Contractor.” Is the customer you able to offload the containers once they are delivered to site, or will PCI need to be onsite with equipment to off load all the containers for the customer? Within 90 days, is this meaning PCI will have 90 days for the full shipment to be completed by from the date the first shipment arrives?
Government Response: On the day of delivery, the equipment shop will be notified to be available in the event that assistance is needed to offload the containers. Once we place an order for a container, the container(s) must be delivered within 90 days, however with a BPA only the number of containers needed at that time will be placed in the order, not the entire estimated quantity for the BPA.
