About this file
This is a Statement of Work for the purchase of solid waste and recycling containers at Wright-Patterson Air Force Base (WPAFB) in Ohio, dated December 6, 2024. The contractor must furnish all labor, materials, equipment, and supplies to provide multiple types of containers within 90 days, including: 8 cubic yard standard duty slant front load containers, 8 cubic yard standard duty flat front load containers with sliding doors, 8 cubic yard universal type luggers with solid tops, 30 cubic yard standard duty rectangular roll-off containers (22' long), and 30 cubic yard standard duty bathtub ROC containers (22' long). All containers must meet specific gauge requirements for floors, walls, and other components, and be primed and painted in standard colors.
WPAFB currently maintains over 500 containers that require periodic replacement due to exposure to extreme weather and wear, with typical lifespans of 8-15 years. The containers support the municipal solid waste service contract and Qualified Recycling Program administered by the 88th Civil Engineer Group. The contractor must coordinate with base personnel for access, follow state traffic laws, provide 72-hour notice before impeding traffic, and work primarily Monday through Friday during daylight hours, with written approval required for weekend/holiday work. All work products become government property and require proper security protocols, including escort requirements for photography and data handling.

Statement of Work
PURCHASE OF SOLID WASTE AND RECYCLING CONTAINERS
WRIGHT-PATTERSON AIR FORCE BASE, OHIO
6 December 2024
1.0 BACKGROUND
Wright-Patterson Air Force Base (WPAFB) is in southwestern Ohio, between the cities of Dayton and Fairborn. It is situated approximately 60 miles north of Cincinnati, Ohio and 50 miles west of Columbus, Ohio and occupies portions of Greene and Montgomery counties. The base is comprised of two areas, known as Areas A and B. Solid waste and recycling containers are required to collect and store solid waste, construction and demolition debris and recyclable materials to prevent littering and ensure proper disposal and/or processing. Because the containers are exposed to extreme weather and constant wear and tear from the variety of materials and continuous servicing, they generally have a lifespan of 8-15 years. WPAFB has a current inventory of over 500 containers that will require replacement over time. These containers support the municipal solid waste service contract and the Qualified Recycling Program, both of which are administered by the 88th Civil Engineer Group.
