About this opportunity
The Federal Bureau of Investigation is soliciting contractors to recycle approximately 17,000 pounds of expired hand sanitizer that accumulated after the COVID-19 pandemic. The contractor must provide all personnel, equipment, tools, materials, and supervision necessary to pick up, transport, and recycle the alcohol-based sanitizer while ensuring compliance with EPA, DOT, and applicable state regulations. Key requirements include using appropriate transportation equipment for hazardous flammable liquids, ensuring the materials are recycled or repurposed rather than destroyed or sent to landfills, and providing documentation including certificates of recycling within 10 business days of completion. The government will evaluate offers based on technical acceptability and price, with the goal of awarding to the most advantageous offer without discussions. The solicitation is due on September 9, 2025, at 17:00 ET, with a performance period running from September 22, 2025, to November 21, 2025.
This procurement does not utilize any set-aside designation and is unrestricted competition under NAICS code 562211 with a size standard of $47.0 million. The inventory consists of various Purell hand sanitizer products including 12.6 oz, 64 oz, and 16 oz containers totaling approximately 265,636 fluid ounces across 13,477 containers, plus 1,500 pounds of sanitizing wipes distributed across 28 pallets. The performance period spans 30 calendar days from the award date, with specific deliverables including a pickup schedule within 3 business days of award and weight tickets with transportation manifests. The place of performance is the LCADD Warehouse in Franconia, Virginia, where the contractor will be required to follow site access requirements and security protocols. The contractor must possess EPA identification numbers, transporter identification, facility permits, and potentially an Alcohol and Tobacco Tax and Trade Bureau permit depending on the recycling method employed.
