About this file
This Performance Work Statement (PWS) details the Federal Bureau of Investigation's (FBI) requirement for recycling approximately 17,000 pounds of expired hand sanitizer collected during a facility renovation. The contractor must provide all necessary personnel, equipment, and services to pick up, transport, and recycle the alcohol-based sanitizer from the LCADD Warehouse in Franconia, VA, while complying with EPA, DOT, and state environmental regulations. Key requirements include using suitable transportation equipment for hazardous flammable liquids, ensuring materials are reclaimed or repurposed (not landfilled), and providing documentation such as a Certificate of Recycling within 10 business days after completion.
The performance period is 30 calendar days from the award date, with additional deliverables including a pickup schedule within 3 business days of award and submission of weight tickets and transportation manifests. The contractor must follow site access requirements and security protocols. Performance standards will be monitored through government inspection of the schedule, review of certifications and reports, and verification of documentation, with specific performance metrics to be determined (TBD) for pickup, transport, recycling, and documentation tasks.
