About this file

This Performance Work Statement (PWS) details the Federal Bureau of Investigation's (FBI) requirement for recycling approximately 17,000 pounds of expired hand sanitizer collected during a facility renovation. The contractor must provide personnel, equipment, and services to pick up, transport, and recycle the alcohol-based sanitizer from the LCADD Warehouse in Franconia, VA, while complying with EPA, DOT, and state environmental regulations. Key requirements include using suitable transportation equipment for hazardous flammable liquids, ensuring materials are reclaimed or repurposed, and providing documentation such as a Certificate of Recycling within 10 business days of completion.

The performance period is 30 calendar days from the award date, with specific deliverables including a pickup schedule within 3 business days of award and weight tickets and transportation manifests. Performance standards will be monitored through government inspection of the schedule, review of certifications and reports, and documentation verification. Contractors must also adhere to site access requirements and potentially follow escort procedures. The primary objective is to responsibly recycle the hand sanitizer, minimizing regulatory burdens and environmental impact by preventing disposal in landfills.
