About this opportunity

The Montana Army National Guard (MTARNG) is seeking to establish multiple Blanket Purchase Agreements (BPAs) for recruiting promotional items through a Request for Quote (RFQ) solicitation. The procurement involves acquiring a diverse range of branded promotional products including apparel, accessories, drinkware, technology items, and sports equipment designed to support recruitment efforts targeting individuals aged 17-34. The government intends to award at least three BPAs to responsible offerors who demonstrate the best overall value, with evaluation criteria focusing on specifications, past performance, price, and delivery timeline. Quotes must be submitted electronically by 1200 EDT on May 9, 2025, to kayla.a.rasmussen2.civ@army.mil, and must include detailed product specifications, pricing information, contact details, and socio-economic status. Offerors are cautioned that award may be made without discussions and not necessarily to the lowest-priced quote.

This solicitation is a total small business set-aside under NAICS code 541890 (Other Services Related to Advertising) with a size standard of $19.0 million. The period of performance spans 60 months from BPA issuance, with delivery of promotional items to be made FOB destination at Fort Harrison, MT 59636. Potential vendors must be registered as active in the System for Award Management (SAM) prior to contract award and will be required to provide branded items from recognizable manufacturers like Nike, Under Armour, and Adidas. The government emphasizes the importance of high-quality, trendy items that will appeal to the target demographic and potentially increase recruitment and retention efforts. Quantities will vary across five ordering periods, with potential volume ranging from 1-49 to 1000+ items depending on specific product categories.

Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is “late” and will not be considered unless it is received before award is made and the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition and would be in the best interest of the government.
