About this file

This is a Statement of Work (SOW) for Promotional Recruiting Products for the Montana Army National Guard. The SOW seeks a Blanket Purchase Agreement (BPA) to acquire a wide range of branded promotional items to support recruitment efforts, including apparel (t-shirts, hoodies, polos), accessories (hats, lanyards, sunglasses), drinkware, office supplies, technology items, and sports equipment. The acquisition is 100% set aside for small businesses under NAICS code 541890, with a $19.0 million size standard.

The government intends to establish at least three BPAs, evaluating quotes based on specifications, past performance, price, and delivery timeline. Quotes are due by 1200 EDT on 9 May 2025 and must be submitted electronically to kayla.a.rasmussen2.civ@army.mil. The period of performance is 60 months from BPA issuance. Contractors must provide product specifications, pricing, manufacturing details, and delivery timeframes. All pricing must include shipping to Fort Harrison, MT, and contractors must be registered in the System for Award Management (SAM) with an active status.

3.0 BPA Terms and Limitations:

3.1 This BPA is not a contract and does not obligate the government or the contractor. An obligation occurs when an authorized BPA Call is placed with the contractor in conjunction with this BPA. The government is not required to procure promotional items, and the contractor is not required to deliver products until the Call is placed/awarded.

3.2 The BPA will be reviewed annually (at a minimum) by the Contracting Officer to assess Contractor performance and to determine whether this agreement remains in the best interest of the government.

3.3 The GPC is the primary means of payment for Calls, however if the GPC is not used for some reason (Card holder/Ordering Officer is temporarily away or the lodging requirement is estimated to be above $25,000), the Government may contract through a purchase order (SF 1449/1155). If a purchase order is issued, the contractor shall invoice through Wide Area Work Flow (WAWF) using the PIEE application. WAWF is the only method for invoicing and payment for commercial purchase orders, thus registration is required in PIEE/WAWF.

4.0 Authorized Ordering Officials:

4.1 The GPC holders, appointed in writing by the Contracting Officer, acting within the scope of his/her appointed procurement authority, are authorized to place Calls against this BPA. The contractor will be provided an appointment letter by the Contracting Officer, of the appointed individual authorized to place Calls under this BPA. The identity and position of the GPC cardholder placing the Call must be recorded on the contractor’s documentation. This authority may not be redelegated.

4.2 Warranted Contracting Officers, at the United States Property & Fiscal Office for Montana, 1956 Mt. Majo St, Fort Harrison, MT 59636-4789. List will be provided and updated by Contracting Officer.

4.3 No person outside those authorized by the Contracting Officer are authorized to request/commit the government to a purchase. Any such activity will be at the Contractor’s expense.

5.0 Call Order Procedures:

5.1 As product requirements are identified as needed the authorized purchaser will request a quote that will identify the item, color, size, quantity, etc. at a firm fixed price, along with the required response time.

5.2 The Government will evaluate competitive quotes for best value, see paragraph 6.1 for determining best value.

5.3 Contractors may offer a price that is less than or equal to that of the agreement.

6.0 Placing Calls and Evaluation of Quotes:

6.1 Each Call with an estimated value above $10,000 will be competed among qualified BPA holders. Price and quality will be the primary determining factor in selection of a winning quote. Other factors may also apply; (availability of items, delivery timeframe, etc.)

6.1.1 Calls below $10,000 may be competed or awarded directly to a vendor. The Call Officer shall make a reasonable attempt to rotate Calls between BPA holders for direct awards. Vendors providing higher quality products may be more likely to receive Calls.

6.2 The price provided in a quote is the price a contractor can invoice, the Government will not pay additional costs above the quoted amount. Shipping costs must be included in the quote.

7.0 BPA Call Numbering:

7.1 Orders will be placed against this BPA on individual Calls. A BPA Call number is four-digit sequential numeric identifier of each order places at or under $25,000 and a thirteen-digit system generation identifier if over $25,000.

7.2 Authorization for placing and administering Call Orders via GPC under this BPA is delegated solely to the GPC cardholder (Call Officer), specifically appointed in writing to make and pay for purchases up to the $25,000 purchase limit. This authority may not be re-delegated to any other individual(s). Warranted Contracting Officers listed in the Call Appointment Letter may place calls through purchase orders off this BPA.

8.0 Invoices and Payments:

8.1 In accordance with FAR Clause 52.232-1 Payments, the contractor must submit the original invoice to the authorized purchaser as identified in the individual Call when the Call will be made by the GPC. Preferred means of submission is via digital form on an email. Hard copies mailed to the office is an acceptable alternative.

8.1.1 An itemized invoice (delivery ticket or sales slip) shall be provided to the GPC holder who placed the Call number for each transaction. The minimum information required for each invoice is as follows:

1. Name and Address of the Contractor

2. Invoice Date and Number

3. BPA Number and Call Number

4. Itemized List of Products

5. Unit Price Per Item

6. Total Quantity and Price, Including Shipping Costs

Invoice

8.1.2 The authorized purchaser is responsible for reviewing the invoice for accuracy and for ensuring that payment is properly documented and authorized via the GPC procedures.

8.2 In the event the Call indicates payment be made through a Purchase Order, the Contractor shall submit an electronic invoice in accordance with DFARS 252.232-7003, Electronic submission of Payment Requests and Receiving Reports; and a hard copy of the original invoice to the authorized purchaser as identified in the individual Call.

8.3 All Call payments will be made either via GPC or PO; individual Calls will specify the method of payment. Payment is due under this BPA after completion of services and upon receipt of a proper invoice accompanied by all documents required under each individual Call.

9.0 System for Award Management (SAM):

9.1 In order to award a BPA to a contractor, the contractor must be registered on the System for Award Management website (https://www.sam.gov/portal/SAM/) and keep their registration current by renewing the registration annually. Free assistance can be provided through the Montana APEX Accelerator. Go to https://www.montanapex.org/ or call (406) 256-6871 to find a regional representative. Even if already registered, the Montana Apex Accelerator has an abundance of tools to assist businesses with doing business with the Federal Government including invoicing help.

9.2 Purchase orders over $25,000 require payment in WAWF, see paragraph 8.2, and requires an active SAM account. A de-activated or expired account will not flow through the system for payment.

10.0 Basis for Award/Evaluation Information:

10.1 The Government intends to establish at least three (3), Blanket Purchase Agreements (BPA) to the responsible Offerors whose offers represents the best value to the Government. Best value is expected to result from the evaluation of specifications, past performance, price, and delivery timeline. Award may be made without discussions with offerors. Offerors are cautioned that the award may not necessarily be made to the lowest priced quote. Offerors are cautioned that an unrealistically low price, as proposed initially or subsequently, may be ground for eliminating a quote from consideration, either on the basis that the offeror does not understand the requirement, or he/she made an imprudent offer.

10.1.1 Specifications: Quoted items meet the minimum requirements, exceeds the minimum requirements, or provides additional benefits (such as extra durability/quality construction, zipper make, or design is superior to normal market quality).

10.1.2 Past Performance: Per DFARS 213.106-2(b)(i) past performance will include data pulled from Supplier Performance Risk System (SPRS) located in the Procurement Integrated Enterprise Environment (PIEE) platform. Evaluation may include information pulled from CPARS, EDA, available government databases, and other sources.

10.1.3 Price: Price shall be evaluated inclusive of direct and indirect costs to include shipping. Prices per item should be inclusive of shipping to avoid confusion should the Government award multiple purchase orders or the vendor make it so that the Government would know the shipping cost for a partial award of the requirement.

10.1.4 Delivery Timelines: Items that can be received within 30 days of Call will be evaluated more favorably.

10.2 After receipt of quotes, the Government will conduct an evaluation and rate each quote as either Acceptable or Unacceptable. However, during the evaluation process, the Government may, solely at its discretion, communicate with offerors regarding quote elements.

11.0 Product Descriptions and Characteristics:

11.1 New products only; no manufactured or “gray market” items. All items must be covered by the full manufacturer’s warranty.

11.2 The items listed in section 11.6 are the most requested and will be used for evaluation; however, they do not represent the full range of items that may be included in a Call. Any promotional item in the Contractor’s catalog offered at commercial market price or lower may be purchased.

11.2.1 Product color and sizes will vary for each Call based on the Contractor’s catalog availability and the need of the Government.

11.3 MTARNG logo will be provided to the Contractor’s to be used for production of the promotional items. Logo must meet MTARNG branding regulations. The authorized purchaser must approve a virtual proof before the production of any sample or full production products.

11.3.1 Logo color palette is as follows:

Army Black Army White Army Gold R0, G0, B0 R255, G255, B255 R255, G213, B48 HEX #030000 HEX #ffffff HEX #ffd530

11.4 A full production sample will be required at no additional cost to the government. For items that have been previously purchased, the authorized purchaser may waive this requirement in writing when placing the Call.

11.5 All drinkware must be dishwasher safe, ensuring that the logo remains intact, and the product retains its original shape after multiple washes. All apparel must be machine washable, with the logo remaining visible and the garment maintaining its quality over time. Embroidered logos must not shrink or wrinkle with normal commercial washing.
