About this opportunity

The Department of Agriculture Forest Service R6-Pacific Northwest Region is soliciting janitorial services for vault toilet facilities located at approximately 60 recreation sites across the Olympic National Forest in Washington. The contractor must provide all personnel, supplies (including toilet paper), equipment, transportation, and supervision necessary to perform custodial services including garbage removal, toilet paper stocking, disinfecting high-touch surfaces, cleaning vault toilet risers, mopping floors, and spot-cleaning walls. Key qualifications include the ability to manage multiple geographically dispersed sites with varying distances from highways and the capacity to perform weekly to three-times-per-week service frequencies at individual locations. Evaluation criteria include technical capability, price, and past performance from contracts awarded in 2024-2025. The deadline for quotation submission is March 25, 2026 at 2:00 PM PDST, and Amendment 1 issued on March 12, 2026 specifies that the government will evaluate offers by adding the total price for all options to the base requirement price.

This is a Total Small Business Set-Aside with a small business size standard of $18.0 Million (NAICS 561720). The contract structure consists of a base period from May 15, 2026 to May 14, 2027, with four optional one-year renewal periods extending through May 14, 2031, allowing for a maximum five-year contract duration. The recreation sites are organized into five geographic area groups (Hoodsport Areas 1 and 2, Quilcene Area, Forks Area, and Quinault Area), and the Forest Service may award contracts to one or multiple contractors depending on responsive bids received for each geographic area. Pricing is structured on a per-trip basis with separate pricing schedules for the performance period and option periods, with applicable wage determination requirements of DOL WA 2015-5545 and 2015-5551 specifying a minimum janitor wage of $18.55 per hour plus fringe benefits. The place of performance is Olympia, Washington, with site accessibility via both paved and gravel forest roads requiring significant route planning and potentially multiple employees to manage the dispersed nature of the facilities and long driving times between locations.
