About this opportunity
The U.S. Department of Agriculture Forest Service is procuring comprehensive reconstruction services for the Pine Valley Dam located in the Dixie National Forest, Utah. The project aims to mitigate potential embankment instability by constructing upstream and downstream berms, installing a 30-inch HDPE low-level outlet conduit, raising the dam crest by 1.5 feet, and protecting the upstream slope with articulated concrete block mattress. The work includes 32 line items covering clearing, excavation of 26,330 cubic yards, placement of 42,100 cubic yards of Zone II earthfill, concrete structures, piping, drainage systems, and related infrastructure improvements. The solicitation uses Lowest Price Technically Acceptable (LPTA) evaluation procedures, with technical proposals evaluated on past performance, technical experience, and project management approach. The original proposal deadline was September 4, 2025, but was extended to September 9, 2025, at 5:00 PM Central Time, with a question deadline of August 29, 2025.
This procurement is designated as a 100% Small Business Set-Aside under solicitation number 1240LT25R0012, with an estimated value between $1 million and $5 million. The contract was ultimately awarded to Jackson Excavation of Bicknell, Utah, for a total firm-fixed-price of $3,641,664, with nine proposals received during the competition. The contract includes a 390-calendar-day performance period from September 29, 2025, to November 16, 2026, though the initial statement of work referenced a 210-calendar-day duration with potential winter shutdowns. Work will be performed in Washington County, Utah, at the Pine Valley Dam site within the Dixie National Forest, where limited utilities are available and contractors must coordinate camping arrangements with the local concessionaire. The project is funded through the Great American Outdoors Act (GAOA) and includes specific wage determinations under the Davis-Bacon Act for Garfield County.
