About this file

This Statement of Work (SOW) details the reconstruction of Pine Valley Dam in Utah, a project aimed at mitigating potential embankment instability and improving dam safety. The scope includes constructing berms upstream and downstream, installing a 30-inch HDPE low-level outlet conduit to drain the reservoir, raising the dam crest by 1.5 feet to improve freeboard, and protecting the upstream slope with an articulated concrete block mattress. The modifications are based on analyses from a Modified Safety Evaluation Report that identified potential slope instability during a design earthquake with a 6.6 magnitude and 0.37g Peak Ground Acceleration.

The project is a 100% Small Business Set-Aside procurement with a Lowest Price Technically Acceptable (LPTA) evaluation method. The contract duration is 210 calendar days, with potential winter shutdowns depending on the contract award date. Contractors will need to coordinate camping with the local concessionaire, and no government-furnished equipment is provided. The site has limited utilities, with vault toilets available during the campground operating season and no on-site power. A site visit was conducted in June 2025, and prospective offerors can individually visit the site prior to proposal submission. Technical requirements, detailed specifications, and contract drawings are to be referenced for full project details.

Project

RECONSTRUCTION OF PINE VALLEY DAM, UTAH (GAOA)

General Information

1.0 Scope of Work

Mitigate potential embankment instability due to liquefaction. Addition of an outlet to release water from the reservoir. Modify the dam to successfully route the regulatory required flood event.

2.0 Background

Analyses performed for the Modified Safety Evaluation Report (MSER) indicated that the upstream and downstream slopes could be unstable following the design earthquake, which has a magnitude of 6.6 and Peak Ground Acceleration (PGA) of 0.37g. The Dam Modification project includes constructing a berm upstream and downstream of the dam.

The modifications to Pine Valley Dam include installation of a low-level outlet as an additive alternate. Constructing a low-level outlet would allow for the reservoir to be drained for inspection, or in case of an emergency. The design for installation of an outlet conduit would involve excavating and replacing a substantial portion of the dam embankment. The excavation would be approximately 36-feet deep, with a bottom width of 10-feet, and 3H:1V side slopes. The outlet conduit has been designed as a 30-inch HDPE pipe, encased in reinforced concrete. HDPE was chosen as the outlet conduit due to its longevity and relatively low cost. The 30-inch pipe has been designed with an orifice plate attached with flange bolts at the downstream end. The orifice plate will prevent unauthorized access into the conduit and can be removed to allow access in the event that maintenance of the conduit is required during the life of the facility. Time to drain calculations indicate Pine Valley Reservoir can be drained through the 30-inch conduit with the attached orifice plate in about 4 days.

The filter chimney has been designed to surround the outlet works. Filter and drain gradations were designed to prevent migration of existing soil particles into the drainage system. The gradations are the same as those used for the 2019 toe drain construction project.

The dam modification design includes raising the crest of the dam by 1.5-feet. This would give the dam 9.5-feet of freeboard as per the original design. The increased freeboard would provide sufficient spillway capacity to pass the regulatory requirement for a Significant/Moderate hazard dam. Raising the dam will be done by placing compacted earthfill on the upstream slope of the dam. The slope will then be protected by installing an articulated concrete block (ACB) mattress.

Contractor Requirements

3.0 Technical Requirements / Tasks

See attached contract drawings and specifications.

4.0 Government Furnished

None

5.0 Deliverables / Schedule

See attached contract specifications and Schedule of Items (SOI). It is the intention of the Government to award all line items for this project, at time of award.

6.0 Travel

Camping on-site would need to be coordinated with American Land and Leisure, the existing campground concessionaire.

7.0 Site Visit

A site visit was conducted in June 2025. If the prospective offeror was not able to attend the June 2025 Site Visit, the offeror may individually visit the site prior to submitting their proposal.

8.0 Utilities

Existing campground vault toilets may be used by the contractor during the normal campground operating season. Power is not available at the site. Drinking water is available on-site when the campground is open.

9.0 Contract Duration Term

Base Line Items: 210 calendar days to complete the project

A winter shutdown due to weather conditions may be necessary depending on the contract award date. If a shutdown was to happen, a modification to the contract could be issued to extend the contract completion date.
